This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. I. Overview: The Naval Facility (NAVFAC) Public Works Division (PWD) is contemplating securing emergency vehicle technician services for Fire and Emergency Service (F&ES) vehicles located at Naval Air Station Sigonella, Sicily, Italy.� The services to be provided will include vehicle maintenance, testing, inspection, certification, and repair services by National Fire Protection Association (NFPA) certified technicians. The team will also train military members and local nationals (Italian) both in English and Italian on NFPA Standard for Emergency Vehicle Technician Professional Qualifications certification requirements.� The team must include an English/Italian translator for both general work efforts and training efforts. II. REQUIREMENTS: The requirement is to perform vehicle maintenance and repair services for F&ES vehicles which shall include inspection, testing, certification, preventative maintenance, repairs, and specified administrative program management on a recurring basis.� � The technicians will be required to meet certification and qualification standards contained in the National Fire Protection Association (NFPA) 1071, 1911, 1917, 403, 412 and 417. � Contractor personnel performing maintenance, inspections, testing, and repair shall meet the requirements listed in NFPA 1071, Standard for Emergency Vehicle Technician Professional Qualifications. � Emergency Vehicle Technicians shall have at least five years of experience.� � Recurring vehicle maintenance, testing, inspection, certification, and repair services will be limited to the following components as defined in NFPA 1071:� Chassis; Cab and Body Components; Electronic and Electrical Systems (Low Voltage); Fire Pump, Auxiliary Pump, and Tank Systems; Aerial Systems; Ambulance Patient Module; and Specialized Systems. � Contractor personnel performing nondestructive test work shall be certified as at least a Level II NDT technician in the test method used, as specified in ASNT CP-189, Standard for Qualification and Certification of Nondestructive Testing Personnel. � If a third-party test company is employed to do NDT that company shall comply with ASTM E 543, Standard Practice for Agencies Performing Nondestructive Testing. � The team will train military members and local nationals (Italian) both in English and Italian on NFPA 1071, Standard for Emergency Vehicle Technician Professional Qualifications certification requirements.� � The team must include an English/Italian translator for both general work efforts and training efforts. Submissions should be specific, complete and demonstrate a thorough understanding of the technical requirements and appropriate certifications. Submissions should be provided on the attached Response Form and include projects completed. RESPONSES ARE DUE NO LATER THAN 19 May 2020, 1630 CEST. The Government reserves the right to close this Sources Sought Notice once it has received an adequate number of responses. All requests for further information must be made via email.
