Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Larry Facio, Contracting Officer. Responses to this notice shall be sent by email to larry.facio@va.gov by the due date and time of 05/13/2020 by 4:00 p.m. (Pacific Time). This is for a Base Year Plus Four Option Years contract. The Contractor shall provide all necessary labor, materials, supplies, tools, equipment, transportation, and supervision to perform a service on five Trane Chillers. The service will be a chiller comprehensive preventive maintenance to include the Adaptive Frequency Drive (AFD). The contractor must be a Trane representative qualified and authorized to work on Trane products. EQUIPMENT IDENTIFICATION: Trane, CVHF 130GA3UOPCY291CEAECDBA0000000TC0007OLS0000$A100A, Model # CVHF 1300, ITEM QTY ITEM ITEM IDENTIFICATION NUMBER 1 1 Trane Chiller EE#44627 2 1 Trane Chiller EE#44628 3 1 Trane Chiller EE#44629 4 1 Trane Chiller EE#44630 5 1 Trane Chiller EE#50280 REQUIREMENTS: Contractor will perform a comprehensive preventive maintenance service on five 1,300-ton Trane Chillers at the Energy Plant of the Las Vegas VA Medical center. The service will include water side cleaning, refrigeration pressure testing, oil analysis, electrical system inspection/testing, and electronic control analysis/programming. The service includes comprehensive service and repair on the Adaptive Frequency Drive on each chiller controls. Contractor must have a safety program to include but not limited to the following; Electrical Safety, Hazardous Material handling, Industrial Safety Practices and Confined Space program. Only one chiller will be service at one time to prevent interruption to the medical center s air conditioning system. The contractor will provide the labor, materials, equipment and supervision needed to complete this task. Any modifications or additional requirements not included in this service contract must have approval from the COR or designee. CONTRACTOR SPECIFIC TASKS: (1) One annual inspection is to include the following: Chiller Motor: Tighten motor terminal Meg motor on each leg Oil pump system: Meg motor on each leg Tighten motor terminals Check oil temperature, pump and trainer Supply and install new oil filter Perform spectrographic oil analysis Unit Control panel: Check and adjust as required, to include the following but not limited to: Low temperature, motor temperature and oil temperature High pressure and oil pressure controls Anti-recycle and coast down lubrication timers Check and tighten electrical connections Pressure test chiller: Supply and charge chiller with hot water (Nitrogen where applicable) Leak test unit Repair leaks Purge Unit: Inspect air cooled condenser and clean as required Install necessary new gaskets Test solenoid valves, isolate purge tanks and test for moisture, and drain if necessary Check carbon purifier tank for proper operation Replace filter drier if necessary Check controls and safeties Condenser Check water flow Check flow switch operation Evaporator Check pressure drop Adaptive Frequency Drive (AFD) Check electrical connections Check hot spots Replace electrical components if necessary Five (5) operating inspection are to include the following: Check level of oil pressure, adjust if necessary Check oil sump temperature, adjust if necessary Check oil sump level, adjust if necessary Check condenser and chilled water pressure drop Check condenser and evaporator approaches Clean condenser on purge unit Drain any water from purge unit Check pump-out compressor Adjust purge relief setting Compare pump-out minutes with last visit Visually inspect control cabinet and wiring Check for hot spots in starter cabinet using infrared thermometer Check and record all temperature differentials and fluid temperatures Review operating logs and look for abnormalities Log all items on inspection sheets Perform these non-destructive tests, (per manufacturer s recommendations): Wear meatal oil analysis yearly Motor winding testing yearly Ultrasonic electrical discharge analysis yearly Response Method: The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. When responding, in Subject line insert: Sources Sought VASNHCS Chiller . At a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 238220 ($16.5 Million). 5. Provide a summary of the type of services performed and experience as it relates to Chiller Servicing and Maintenance. 6. DUNS Number 7. Additional information and/or comments. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award.
