- Description
- The Government is seeking sources to POTENTIALLY enter into a FAR 13 Blanket Purchase Agreement between no more than two companies to support this mission. The Joint Artificial Intelligence Center is seeking highly technical contractors in support of the JAIC mission.� The Labor Categories will include Software Architect I, II, and III; Operations Research/Systems Analyst (ORSA) I, II, and III; Technical Writer I, II, and III; and an open category for Subject Matter Experts (SME) I, II, and III that will require specific credentials, certification, and education that will not be available until the requirement arises.� Prime contractors will be required to hold a Top Secret Facility Clearance.� Contractor support personnel will require Top Secret clearances.� Interim Top Secret clearances are acceptable.� There are Organization Conflicts of Interest with this effort.� If a company enters into an agreement with the JAIC for this effort, the primary contractor or any of its subcontracts WILL NOT be able to propose on ANY requests for proposals, requests for quotes, task order proposal requests, etc. that come from the JAIC for up to 12 months AFTER the last day of contract support.� The only exception has to be waived by the Head of the Contracting Agency.� The immediate need is 18-40 contractors to support the JAIC in FY20.� Respondents to this sources sought/request for information will need to provide a detailed response on how your company can: 1. Provide highly qualified technical contractor support personnel in the identified labor categories 2. How will your company be able to provide the immediate need for 18-40 highly qualified technical contractors in FY20? 3.� Does your company have experience providing backfills for highly qualified technical personnel in 7 days with a maximum backfill replacement timeline of 14 days?� What is your plan to do so? 4.� Given the scope of the subject draft scope and ordering guide, as written; can your company perform this requirement as the Prime, a Subcontractor or a Joint Business Venture (Teaming Arrangement) ? 5.� What Section(s)/Percentage of the draft scope and ordering guide can your company perform as the Prime, Subcontractor or a Teaming Arrangement? 6.� Does your company have recent and relevant Past Performance Information (PPI) to confirm your experience as a Prime, a Subcontractor or Joint Business Venture performing the required services in the draft scope and ordering guide? 7.� What is the Size of your company (to include socio-economic status), given the designated NAICS? 8.� Does your company anticipate any Subcontracting opportunities in the performance of this requirement? ANY CONTRACTORS THAT CONTACT THE JAIC AS A RESULT OF THIS POSTING OR TO INQUIRE ABOUT ANY OTHER CONTRACTING OPPPORTUNITES MAY BE PRECLUDED�FROM PARTICIPATING IN ANY SUBSEQUENT RFP/RFQ'S.
