- Sources Sought Synopsis: **This is not a solicitation** The Government is conducting Market Research, in accordance with FAR Part 10, to identify possible sources for Serology/Infectious Disease Testing Platform as described in Attachment 1, entitled �Statement of Work.�� This Sources Sought is solely for information and planning purposes.� The intended purpose is to identify potential sources that may possess the expertise, capabilities, and experience to meet USAFSAM�s Epidemiology Laboratory requirement.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� Furthermore, USAFSAM/PHE is not at this time seeking proposals, and will not accept unsolicited proposals.� Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought.� Please be advised that all submissions become Government property and will not be returned.� All costs associated with responding to this Sources Sought will be solely at the responding party�s expense.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� It is the responsibility of the interested parties to monitor this FedBizOpps website for additional information pertaining to this Sources Sought. Requirement: See: Attachment 1 entitled, �Statement of Work.�� The Government is in need of an Serology/Infectious Disease Testing Platform.� Capability Statement: All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the primary point of contact listed below.� NAICS Code: 325413: In-Vitro Diagnostic Substance Manufacturing Acceptable Means of Submission: All submissions must be submitted electronically to the following email address: chris.stokes.1@us.af.mil by 20 May 2020, 2:00 PM EST Any correspondence sent via email must contain the subject line, �Serology/Infectious Disease Testing Platform�.� This correspondence must be contained in a single email, unless otherwise approved, and must not exceed five megabytes, including attachments.� Emails with compressed files will not be accepted.� Note that email filters at Wright-Patterson Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files).� Therefore, if the specified subject line is not included, the email may not get through the email filters.� Also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.� If sending attachments with email, ensure only .pdf, .doc, .docx, .xls, or .xlsx documents are sent.� The email filter may delete any other form of attachments. Delivery Destination:� See: Statement of Work Delivery Type: FOB Destination (As defined in FAR 2.101 � Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Important Notice to Contractors: Response MUST also contain a complete description of items offered and any technical manuals or literature to clearly show that the items meet or exceed the requirements listed above.� The Contracting Officer will review responses based on the factors listed in this Sources Sought and the information furnished by the Respondent.� The Government�s evaluation of the capability statement received will factor into whether any forthcoming solicitation will be conducted as a full and open competition, a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc�).
