Request for Information (RFI) Medical Gases � General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. �� This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� All information received in response to this RFI will be treated as business confidential information.� Nonetheless, submitters should properly mark their responses if the information is confidential.� Responses to the RFI will not be returned.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Responders are solely responsible for all expense associated with responding to this RFI. � RFI Response and due date: 4 June 2020 Instructions to Responders: � Responses from all capable and qualified sources are encouraged to respond to this request.� � White papers should adhere to the following formatting and outline instructions: 1.�� All submissions shall be made electronically and be in one of the following formats: Microsoft Word or Adobe PDF. 2. Cover Page (1page) Title Organization Responders technical and administrative points of contact (names, addresses, phone, fax number and email addresses) Topic area(s) addressed 3.�� Completed Attachment 1 and Attachment 2.� Please note that the response shall provide sufficient technical data to determine how you fully meet the requirements as specified in Attachment 2.� Please note that responses are due no later than 4 June 2020, 4:00pm, Eastern.� The preferred method of submission is via email.� The point of contact for this action is Hugo Robinson, Contract Specialist, hugo.m.robinson.civ@mail.mil. Only electronic responses are requested.� No evaluation letters and/or results will be issued to the respondents.� At this time no solicitation exists; therefore, please do not request a copy of the solicitation.� NO PHONE CALLS PLEASE.� It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. � Background/Overview:� United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of its customer activities has a reocurring requirement for the supply of compressed medical gas-using customer leased and/or purchased cylinders.� Laboratories within the DoD Medical community have an on-going need for medical gases to conduct analysis and research in accordance with their organization�s mission.� These labs are located in Alabama, Delaware, Maryland, Massachusetts. � This requirement is for a variety of compressed gases using customer-owned cylinders and a leased or purchased, bulk liquid nitrogen tank. The gas must be delivered in cylinders that are hydrostatic tested and meet local, state, and federal regulatory requirements.� The requirements listed in the table below shall be accommodated by the responder offering a complete satellite cell modem system with the minimum essential characteristics listed below.� Please indicate Y (Yes) or N (No) if your system meets each requirement in the requirements list below, and use the comments column to further justify how your product meets the requirement. Attachment 2 � The requirements listed in the table below shall be accommodated by the responder offering of medical gases.� Please indicate Y (Yes) or N (No) if you meet each requirement in the requirements list below, and use the comments column to further justify how your product meets the requirement. � � � REQUIREMENTS/ SPECIFICATIONS Meets Requirement? (Y/N) Comments 1 Provide compressed medical gases as helium, nitrogen, oxygen, CO2, methane, argon, ammonia, and dry ice using customer-owned cylinders and a leased or purchased, bulk liquid nitrogen tank. � � 2 Deliver medical gases in cylinders that are hydrostatic tested and meet local, state, and federal regulatory requirements. � � 3 Deliver medical gases to DoD Medical Research Laboratories in Natick, MA; Dover, DE; Frederick, MD; Silver Spring, MD, Aberdeen, MD & Ft. Rucker, AL. � � 4 Conform to the purity levels and specifications as identified in regional and federal laws. � � �������������� 5 Receive orders of specialty/mixed gases within a 48 hours� notice. � � 6 Provide emergency deliveries within 24 hours after receipt of the Government request. � � 7 Have all markings pertaining to cylinder gases comply with all local laws, regulations and specification established for medical and specialty gas generation, storage, sales, distribution, and delivery. � � 8 Comply with all local laws, regulations and specifications established for gases pertaining to safe handling of Compressed Gas Cylinder Valve Outlets and Inlet connections. � � 9 Perform visual inspection of hydrostatic testing in accordance with local and regulatory standards � � 10 Cylinders are correctly identified with the UN (United Nations) and or NA (North America - DOT (Department of Transportation) number identifying contents of cylinder. � � 11 Cylinders are routinely hydrostatically tested as required and cylinders reflect latest test date. � � 12 Compliance with all ISO standards applicable to the manufacturing, handing, storage, and distribution of Gases.� � �
