- This is a sources sought request only, not a solicitation announcement. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research seeking to upgrade the Secure Host Baseline of all components of its engine test cell�s current software to Windows 10. The current test cell Original Equipment Manufacturer (OEM) is Matrix/Sytronics. The current system provides the capability to test T700 engines and General Electric CT7 engines, produce and record test results. The current system consists of many hardware components with various operating systems including but not limited to those listed below. All hardware must be upgraded or replaced to meet Windows 10 requirements. The engine test cell will require the system to maintain current capability and capacity. 1) Host computer and operating system Test cell operating system (ProTECS) Kahn Dynamometer Controller MDS Throttle Controller Allen Bradley Programmable Logic Controller (PLC) Allen Bradley Panel View User Interface (Touch screen) NI Automatic Data Acquisition System (ADAS) PELCO Video System Motor Control Center Two RAID drives (primary and backup) 2) Software programs � LabVIEW (suite) Allen Bradley (suite) associated programs NI (suite) associated programs Microsoft Office (suite) programs SQL� 2) Internal Communications System RTS SS-2002 � but requires a push to talk option on the mechanics cord or wireless headset. 3) Other Systems and Components that interface with the test cell: Motor Control Center (MDS) Various AC and DC Power Supplies (Triplite and Protec) Hydraulic System (Sytronics) Lubrication System (Sytronics) Proposed equipment must adhere to all applicable MIL-STDs or commercial Aviation standard equivalents (RTCA/DO-160E). When responding to this RFI, please include the following information: Provide a specification sheet, requirements you need to update to WINDOWS 10 and any information needed for a proposed solution. This also can include a capabilities statement and possible solutions. Is the solution currently something your company provides? Please provide the details and terms of any standard warranty included with the solution your company can provide. Is your solution/capability listed on General Services Administration (GSA) schedule? Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned? If so, indicated which apply Do you have other Government/military agencies using your products or solution, and if so which agencies, POCs and contract numbers? Would a site visit to ALC to see this equipment be necessary for your company to provide a solution? What additional information would be needed from the USCG to better provide an answer to this RFI or any potential Request for Proposal (RFP) for this type of solution? Responses to this notice should include company name, address, telephone number, and point of contact (POC). After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Contract Opportunities website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcements. All interested offerors will have to respond to the solicitation in addition to responding to this source sough synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offeror�s list or to receive a copy of the solicitation.
