- Description
- USACE, Los Angeles District intends to compete a new firm-fixed-price (FFP) contract to permanently close five (5) underground storage tanks and their appurtenances in accordance with CCR Title 23, Division 3, Chapter 16, Article 7: Underground Storage Tank Requirements; UFC-460-01, Chapter 14, and other applicable Federal, State, and local laws and regulations. The range of activities include sheet pile shoring, dewatering, removal, and disposal of five (5) underground storage tanks (USTs) to achieve regulatory closure. The resulting excavations are to be backfilled and compacted for future use. The estimated cost range for is between $5,000,000 and $10,000,000.00. The period of performance is anticipated to be 365 calendar days from the date of award. Site Visit Information Offerors are expected to inspect the site where services are to be performed regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Note that all inquiries technical and contractual relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet and will not be addressed during the site visit. An organized pre-proposal site visitation is scheduled on TO BE DETERMINED. The site visit shall be located on the Defense Fuel Support Point (DFSP) Moffett Field, Moffett Federal Airfield, California. The visitor center is located at the intersection of Clark Rd and R T Jones Rd in Mountain View, California. The site visit shall involve a meeting and a site walk to the USTs and the associated piping. The exact meeting place of the site visit will be announced via email. Participants will only be able to attend the site visit with a reservation (no walk-ins). The proposed RFP is anticipated to be issued 7 May 2020 and the scheduled closing date for receipt of proposals on �19 June, 2:00 pm, Pacific Time. The award will be based on ""best value tradeoff"" method contained in the Federal Acquisition Regulations Part 15 Contracting by Negotiations. Eligible small businesses interested in participating are required to submit a technical and price proposal for evaluation by the Government. The technical factors to be evaluated are technical excellence, management capability, personnel qualifications and past performance. All offeror's are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation, amendments and interested parties list for this solicitation will be posted on www.beta.SAM.gov It is the responsibility of the contractor to check www.beta.SAM.gov website frequently for any amendments or changes to the solicitation.
