- This is an intent to sole source notice for the subject requirement. The mobile application being developed by this contract has already been functionally built by the VA Office of Research. The research project already underway has an IRB approved developer. In the interest of time and efficiency, NCO 4 intends to award this requirement to the pre-approved developer. Selection of a new developer and subsequent IRB approval would unduly delay app development. App development must be expedited in order for the VA to make use of more telehealth tools in response to COVID-19.
