- NOTICE OF SOLE SOURCE INTENT This notice is not a request for competitive quotes. The Bureau of Reclamation, Acquisition and Assistance Operations Branch, intends to award a Firm Fixed Price Commercial Item Service purchase order to Instrumental Software Technologies, Inc. (ISTI) located in New Paltz, New York for the real-time monitoring and maintenance of its seismic instruments network and commercial support for the development and operations of Earthworm. The services required include updating and advanced development of current and future modules, technical support for existing and newly developed software, and administrative and project management. Reclamation has found ISTI to be the only reasonable source able to successfully provide the services that will satisfy the agency�s requirements due its expert experience in Earthworm development, module creation, fixes, installation, operations and their corresponding web interface on various platforms and operating systems particularly for regional strong motion network with varied accelerometers and data loggers. Additionally, ISTI is currently, the only source for commercial support for development and operations of Earthworm (EW) in United States. A Determination to Solicit From a Single Source is being prepared. The Government anticipates award before September 2020. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
