Description
The purpose of the is modification is to answer a question submitted by potential vendor. There was 2 questions in reference to this solicitation, please see below for both questions and answers: Northeast Infrastructure intends to submit for the subject solicitation. My question is: In the initial go around (phase 1) are we only to respond to Factors 1, 2, and 3 , then in phase II address factors 4,5, and 6? The Architect and Engineer selection process will be in two phases. Preliminary Evaluation (Phase I) and Final Evaluation (Phase II). During Phase I the only evaluation factors to be used are factors 1 through 3 (Factor 1: Specialized Experience & Past Performance, Professional Qualifications & Experience of Key Personnel and Firm Capacity & Management Oversight) During Phase II The criteria for selection during Phase II of the selection process shall contain the criteria for Phase I and the following additional criteria (Proposed Project Design Approach, Geographic Location & PLAN and Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses and other types of small business) I notice in Phase I, Factor 1 of the Solicitation Notice, you do not require any CPAR s or PPQ s. Is this correct and will this hold? Factor 1 is Specialized Experience & Past Performance. CPARS is not required, but it is a very good tool to show your past performance and experience
