Please see below Adapted from the Construction Management Association of America Page 4 of 4 Hampton VA Medical Center SCOPE OF WORK Project # 590-20-108 Renovate Imaging Service Constructability Review Architect/Engineer (A/E) shall perform a constructability review for Project 590-19-122 Renovate Imaging Service which has an estimated construction value of $8.3 million. VA will provide a 100% construction documents and specifications to the A/E firm. Proposed work is located at the Hampton VA Medical Center located at 100 Emancipation Drive, Hampton, VA 23667. A/E shall: Make written comments to plans and specifications. Review the contract documents to determine their adequacy and completeness for construction of the project. Review shall consist of plans and specifications and consider information found in reference documents, geotechnical reports, and required permits. Review shall verify design compliance with VA guidelines and specifications. Design manuals and specifications can be found at http://www.cfm.va.gov/TIL/. Review the contract documents to ensure an accurate and well-coordinated set of plans and specifications. Determine the adequacy and completeness for both bidding and construction of the project. The review shall encompass information from the plans, technical specifications, appropriate special provisions and appendices and information gained by site inspections. Identify risks including conflicts, errors, omissions and any unorthodox construction requirements that could impact cost, schedule or quality of the work. Make recommendations to improve the quality of all documents. Cost impacts shall be estimated for major review comments. Distribute contract documents to all applicable A/E team members in a timely manner for their review and collect and combine all comments. Consultant shall suggest construction phasing, milestones, overall duration of construction, liquidated damages, contingency, budget, contracting mechanism and provide an opinion of project risks. Determine the adequacy and completeness of documents for bidding, construction, inspection and management during the construction and the warranty phase. Cost impacts shall be estimated for each review comment. Provide a written, overall opinion whether the 100 percent documents are ready for bidding. Submit review report within 90 days of award. Prior to commencement of review, A/E shall provide within 15 days of award: A written approach explaining how he intends to perform constructability reviews The qualifications of the proposed reviewers and specialty consultants required. Total Performance Period 165 calendar days Review Due Date (Calendar Days After NTP) Initial Meeting 10 Approach Plan submission 15 VA Review 30 Review Report 150 VA Review 165 Architect-Engineer Selection Criteria Professional qualifications necessary for satisfactory performance of required services showing recent experience of the project team with comparable hospital projects within the past five years in which the construction has been completed. Each resume shall include a minimum of two (2) specific completed projects. Do the qualifications indicate that the project team has recent direct experience on Hospital projects designing similar improvements to those proposed at Hampton VAMC? Is the architect/engineer providing a team where each member has more than 5 years of experience? What will be the role of interns if used during design? Firm shall provide a table of a minimum of 5 comparable projects comparing their IGE with the bid/award amount during construction. Specialized experience and technical competence in the type of work required, specifically imaging services, specialized mechanical systems and multi-phasing project requirements. Does the architect/engineer provide evidence of understanding of the project; and any unique architectural/engineering aspects associated with the proposed project and how to address them? Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules in a hospital setting. Does the proposed architect/engineer have past performance with ratings satisfactory and above while working on hospital projects? Does the architect/engineer have a reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Capacity to accomplish the work in the required time; This factor evaluates the ability of the firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. I. List current projects with a design fee of greater than $20,000 being designed in the firms office. II. Indicate the firms present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; III. Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates IV. Volume of VA contract awards in the last 12 months. Construction Period Services experience Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.
