- Hartman Rocks Recreation Area Improvements (Roads and Vault Toilets) The BLM Colorado State Office will soon solicit bids for the work summarized in Attachment 1. This will be an open market solicitation with a Total Small Business Set-aside. We estimate the rough order of magnitude of this project to be between $100,000 and $250,000. Basic Contracting Requirements: 1. Active Registration - www.sam.gov - at the time of proposal 2. Invoicing and Payment - www.ipp.gov - 14 Day Prompt Pay 3. Davis Bacon Act Wage Requirements for Gunnison County, CO 4. Bid, Performance and Payment Bonding (20%) 5. FAR Part 36 - Construction Provisions and Clauses 6. FAR Part 13 - Simplified Acquisition Procedures 7. Total Small Business Set-Aside for NAICS 237310 - Size Standard: $39.5M 8. Award Basis - LPTA with heavy emphasis on your required tech proposal I plan on having the full solicitation published on or about 1 June to give you time to look it over prior to the pre-bid.
