lDocument Type: Pre-solicitation Notice Solicitation Number: W50S74-20-R-8006 Classification Code Y � Construction of Structures and facilities Set Aside: N/A NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for CA intends to issue intends to issue a Request for Proposal (RFP) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete an upgraded and expanded controlled area to provide controlled operations to combatant commanders.� This effort is directed by the enterprise to standardize the configuration of operations floor and server equipment used at every operational base. The project increases the size of the controlled area, repairs the roof, upgrades seismic, ATFP and Fire Protection inside the Squadron Operations bldg.� The construction includes raised server room flooring, replaces the HVAC system and provides temporary administrative space via temporary trailers while the construction is in progress.� This project is for the 163d Attack Wing located at March ARB, CA. �Magnitude of this project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is 365 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39.5 million. This action is being procured on and UNRESTRICTED basis. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or about 15 May 2020. The tentative date for a site visit is on-or about 28 May 2020, 9:00AM local time at building 2276 at March ARB, CA. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the site visit must be submitted by 21 May 2020 via email (preferred) to Aaron Lay at aaron.r.lay2.mil@mail.mil. The solicitation closing date is scheduled for on-or about 15 June 2020. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical Capability to include Past Performance and Schedule, Price, and Small Business Participation. The Government intends to award without discussions. This solicitation is not an invitation for bids and there will not be a formal public bid opening. Additional information added 5/11/2020 In accordance with FAR 17.202, Use of Options, the following issues are addressed: a. The following three items will be the optional line items: (1) Room 103/103B full height walls (2) Replace carpet in remainder of building (3) Replace existing ceiling tile throughout existing building b. The above items are part of the original scope of work. c. The above items are included in the project design. d. The above items will be evaluated prior to award. e. The above items will be awarded within the basic contract period as specified in the contract solicitation. f. There is a firm intent to award the options if funds are available. 2. IAW DFARS 217.207, Exercise of Options, an option will not be exercised until the potential awardee�s record in the System for Award Management database is active and the contractor�s DUNS, CAGE Code, name and physical address have been validated.
