Description
Contractor shall completely prepare site and furnish labor and materials and perform work for Replace Roofs Buildings 1 & 23, Project 589A4-19-101 as required by drawings and specifications at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. This construction project will replace roofs as well as replace an existing skylight system that are due for replacement on various levels of Building 1 & 23 of the Harry S Truman VA Hospital. Building 1 The contractor will prepare for submittal to the project COR a safety plan to facilitate safely removing the existing Kalwall skylight panels and replacing them with the new skylight system. This will involve cordoning off the lobby area below the project area from pedestrian traffic to ensure safety while the skylight panel replacement is in progress. This will involve evening and potentially weekend work to ensure the lobby area below the project work remains functional during business hours of the hospital. The contractor shall be responsible for all crane operations lifting the new skylight panels up to the roof as well as hoisting down the existing skylight panels to be replaced. The contractor shall be responsible to ensure water- tight integrity of the building throughout the replacement process and shall be responsible for any damage to the area under the skylights during the skylight replacement process. The contractor shall properly seal and flash the new skylight panels to the existing roof to ensure a watertight skylight system carrying a manufacturer s warranty for the skylight panels approved in the submittal phase of the project. The Contractor is responsible for construction site cleanup and removal of all construction debris from the facility. Building 23 The contractor will remove and store for re-use the limestone parapet sections from the perimeter of the building s roof. Subsequent to that the contractor will remove and/or relocate all roof obstructions in order to prepare the roof for replacement. The contractor will then remove the existing roof and roofing insulation down to the concrete roof deck and prepare the surface for the new roofing system, including new roof insulation and new EPDM roofing material. The contractor shall properly flash around all roof penetrations with the new roofing materials to ensure a complete, fully functional roofing system. The contractor shall clean, re-install, and properly grout the limestone parapet sections that were saved for reuse. The finished product will be a fully functioning roof system that carries the standard roof manufacturer s warranty for the roofing product approved in the submittal phase of the project. The Contractor is responsible for construction site cleanup and removal of all construction debris from the facility. The project cost range is between $1,000,000.00 and $2,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard $39.5 million. This solicitation is SDVOSB Set-Aside. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. The estimated completion period for this work is 180 calendar days after notice to proceed. This completion period includes final inspection. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (http://www.beta.sam.gov website replaces FBO.gov, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP- VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (Beta SAM) and in the VIP VETBIZ - databases under the applicable NAICS. Firms may obtain SAM- information at http://beta.sam.gov and VIP-VetBiz information at http://www.vip.vetbiz.va.gov/. The solicitation package and drawings should be available for download on or about March 30, 2020 and the proposal due date will be on or about May 4, 2020. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
