Description
PRE-SOLICITATION NOTICE CONSTRUCTION: Facility Renovation, Improvements & Repairs at the Long Island National Cemetery for the National Cemetery Administration (NCA). NCA will be issuing a solicitation for construction services at the Long Island National Cemetery, 2040 Wellwood Avenue, Farmingdale, NY 11735 The solicitation will be issued on or about 25 June 2020 with the bid opening on or about 27 July 2020. Dissemination of the solicitation will be limited to electronic medium. The construction work involved contains renovations, repairs and improvements at the Long Island National Cemetery. Work will include but is not limited to; re-grading cemetery spoils, storm water improvements, curbs, gutters, & asphalt paving. Temporary office facilities, steel buildings, interior & exterior building renovations, concrete flatwork, electrical, plumbing, HVAC, and chain link fencing. Job may include possible remediation of hazardous materials. There will be ONE pre-bid conference/site walk-through conducted for this project and all prospective bidders are highly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package when it is posted. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service-Disabled, Veteran-Owned, Small-Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) and Vets 100 at http://www.dol.gov/vets/vets-100.html Interested bidders must register at the Beta SAM.gov website for the solicitation. In order to receive e-mail notification of amendments, you must register at https://beta.sam.gov/search?index=opp. Amendments to this solicitation will not be mailed but will be posted at the website. Offerors are responsible for obtaining solicitation from Contract Opportunities and acknowledging all amendments to this solicitation. All requests for information are to be submitted electronically to the Contracting Officer at mark.graveline@va.gov. Subject line of e-mail should read: 36C786-20-B-0011 Renovation, Improvements, and Repairs, Long Island National Cemetery. No telephone inquiries will be accepted. Per VAAR 836.204, the project magnitude range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238990 and the Small Business Size Standard of $16.5 million applies. The estimated period of performance is 300 calendar days after receiving the Notice to Proceed. Award subject to the availability of funds.
