- The Naval Surface Warfare Center Philadelphia has a requirement for Six (6) Mod I Plastics Waste Processors, and it will be fulfilled on�a Sole Source basis from Flight Fab, Inc.���� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1 (b) (1) (i).�
