Request for Information for Sustainment of the Rescue 21 � Coastal System # 70Z04419RFI000012 � Purpose: The purpose of this Request for Information (RFI) is to collect information on your company�s abilities to provide for the sustainment of the Rescue 21-Coastal (R21-C) System in accordance with any or all of the twelve (12) elements of the USCG Integrated Logistics Support (ILS) Manual, COMDTINST M4105.14, dated 12 Mar 2018 (Attachment 1). This RFI is focused on how to sustain portions of the deployed and maintained R21-C System in its current configuration baseline. � Disclaimer and Important Notes: This posting is a RFI for interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard (CG) is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market.� At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offers to monitor this site for additional information pertaining to this requirement. For the purpose of satisfying the R21-C System sustainment functions and elements of the CG ILS Manual, partnering/teaming with other companies will be allowed. R21-C Background Information � System Description: R21-C is the CG�s advanced command, control and direction-finding communications system. The system was created to better locate mariners in distress, save lives and property at sea and on navigable rivers. R21-C enables the CG to execute its search and rescue (SAR) missions with agility and efficiency. R21-C is operational along the entire Atlantic, Pacific, and Gulf coasts of the continental United States as well as along the shores of the Great Lakes, Puerto Rico, Hawaii, and Guam. System Features: VHF-FM voice communications with mariner community Direction-finding (DF) capability that provides search and rescue responders with lines of bearing (LOB) to vessels in distress and Digital Selective Calling (DSC) support, which allows mariners with DSC-equipped and registered radios to transmit, at the push of a button, their exact Geographic Positioning Systems (GPS) position and vital vessel information to the CG and other DSC equipped vessels Geographic display to help identify hoax callers Improved information sharing and coordination with the Department of Homeland Security (DHS) and federal, state and local first responders Enhanced signal clarity, recording and playback capabilities Simultaneous monitoring and relaying of information over multiple frequencies Automated transmission of urgent marine information broadcasts R21-C Basic Requirements: Communications Channels 16 & 70 - Throughout the areas of coverage (AOC), receive distress and emergency alerts. Provide a continuous and uninterrupted guard on Channel 16 VHF-FM (voice) at Communications Center (COMMCEN)/Operations Centers (OPCEN) located within CG Sector Command Centers (SCC). In addition, provide a continuous guard on Channel 70 VHF-DSC (Digital Signal Calling), and the capability for 2-way (DSC) simultaneous communications VHF-FM channels for 2-way operational communications - In addition to the requirement described in item number 1 above, provide sufficient voice communications capacity to support multiple operations in the same or different geographic areas. At a minimum, two (2) simultaneous VHF-FM voice channels for 2-way operation to/from any specific point within the associated shoreside facility's AOR will be provided at CG SCCs. Frequency Spectrum - On at least one of the voice channels defined in in item number 2 above, provide voice communications interoperability between applicable shoreside and mobile CG assets (i.e., air, afloat and shoreside), detachments, mariners and other federal, state, and local agencies/entities. The desired radio frequency spectrum is within 150.8-174.0MHz & 406.1-420.0MHz. Protected Communications - Throughout the AOC provide protection for the transmission of sensitive but unclassified (SBU) voice and data information using standard encryption techniques. Maritime Mobile Service Identity (MMSI) - Indicate a Maritime Mobile Service Identity (MMSI) number when Digital Selective Calling (VHF Channel 70) is used.� Applicable CG identification databases shall be queried automatically and identification/database information for registered MMSls shall be provided at CG SCCs COMMCENs/OPCENs. Software development and integration will be required to interface with existing databases, subsystems and components as required. It is a goal for the system to assist in verifying the identity of the calling party in other communications modes such as cellular phone calls. Recordable Communications - Digitally record, time stamp, and provide the instant playback and archiving of unclassified communications, for a minimum of 30 days, to both voice and data, at COMMCENs/OPCENs of CG SCCs (threshold). Provide manipulation of voice communications (e.g., filtering, audio enhancement). Archived data retention for recorded material is three (3) years. Position Localization - Provide a method for the consolidated display of all information obtained by or pertaining to the system within the coverage area that can present single items (e.g. position location) or combinations of any functions (e.g. position location and caller details). This capability must be equally, but independently available to both the cognizant communications watchstander and the cognizant operations watchstander.� Automated Broadcasts - Provide both suitable VHF-FM voice capability and automated transmission of scheduled/unscheduled marine information broadcasts. ���� � R21-C System Architecture: The R21-C System Architecture includes the following subsystems: 32 CG SCC equipment suites (Backroom servers & three (3) operator consoles per SCC) 167 CG Station equipment suites with (1) operator console per Station/ Marine Safety Office (MSO)/Maritime Safety Unit (MSU) 258 Remote Fixed Facilities (RFF) with typical configuration of 5 VHF transceivers, 1 UHF transceiver, voice & data servers, digital processors, data switches, RF filters, RF interference mitigation, Direction Finding hardware, equipment huts, tower, tower lighting, environmental sensor, antennas, and standby power generation subsystems. 4 Disaster Recovery (DR) mobile equipment suites (portable RFF, portable tower/antenna, portable satellite communication suites, & portable generator suites) 1 Disaster Recovery (DR) R21-C SCC equipment suite 1 Rescue-21 Coastal Operator Training Simulation suite with 60 student workstations at CG Training Center (TRACEN) Petaluma, CA For a high-level overview of R21-C Solution Architecture Systems Interface Description (SV-1) (As-Is), please see the R21-C System Architecture SV-1 (Attachment 2). R21-C Sustainment Requirements: Sustainment of R21-C includes all management, supervision, engineering services, personnel, labor, materials, and equipment required to perform organizational and depot level maintenance, including information assurance, system design maintenance, engineering escalation, technology refreshment, and obsolescence management. Sustainment of R21-C shall ensure the R21-C critical functions listed below are provided at the specified availability identified in Table 1 as well as meeting the Measures of Performance (MOP) outlined in Table 2 below. Table 3: Integrated Logistics Support and Sustainment Functions 1. ILS Management - The discipline of managing the ILS process and the Life Cycle Support Strategy throughout the life cycle of the asset and balancing the other elements to adapt to changing conditions.� ILS Management is the responsibility of the asset�s ILS Manager Update to the Integrated Logistics Support (ILS) Plan that describes the strategy, methods, processes, and procedures employed to maintain the Advanced COMMS C2 & DF System performance, and have specific knowledge and experience with the implementation and sustainment of the 12 elements of ILS ? Provide Customer Interface for All Things Security for an Advanced COMMS C2 & DF System, or have experience with the R21-C security requirements: Hold weekly security status meetings such as weekly Integrated Product Team (IPT) meetings, Respond to CG Certification and Accreditation (C&A) Queries Support Physical and Functional Audits Conduct System Vulnerability Scans Respond to System Vulnerabilities/Mitigate vulnerabilities. Maintain vulnerability priority list Provide system impacts from mitigating cybersecurity vulnerabilities Support CG with R21-C Authority To Operate (ATO) Manage System Access Maintain Lab and Field Configuration Institute Security Policies and Procedures for the Program Support Command Cyber Readiness Inspections (CCRI) ? Maintain C&A to support an Advanced COMMS C2 & DF System ? Conduct Quality Assurance (QA) on Advanced COMMS C2 & DF System components and configuration items (CI) across all 12 elements of ILS, or have direct experience with QA on the R21-C Program/System, to proactively enable and assess conformance to processes, assure conformance to end-item product requirements, and enable continuous process improvement. QA also identifies, documents, and ensures resolution of non-conformances. ? Comply with approved engineering changes (EC)/ Time Compliant Task Orders (TCTO)/TASKORD for an Advanced COMMS C2 & DF System ? 2. Design Interface - The practice of interpreting and feeding-back support considerations into the asset (system) design process to account for and enhance the supportability and affordability of the design; Create Workstation & Server Images to support an Advanced COMMS C2 & DF System and update images as necessary, or have experience with R21-C workstations and images ? Work with customers using an Advanced COMMS C2 & DF System, or have specific experience with R21-C customers (CG SCCs, Stations, Bases, Mobile Resources) to identify user interface (UI) improvements and correct situational bugs; create prototypes; work with interface developers to implement design changes; apply Change Management process best practices ? Support server upgrades for an Advanced COMMS C2 & DF System, or have direct experience supporting server upgrades for the R21-C System ? Maintain Advanced COMMS C2 & DF System connectivity with internal and external interfaces and ensure Software Integrations, or have direct experience with R21-C System connectivity with internal and external interfaces and ensure Software Integration with third-party software �(TPS) such as Microsoft SQL Server (database), Microsoft IIS, Digital Selective Calling (V4), Esri ArcMap (GeoDisplay), Java and Apache (System Management) ? 3. Sustaining Engineering - The discipline of monitoring and measuring logistics support throughout the asset�s life cycle to continuously adapt and adjust the Life Cycle Support Strategy (LCSS) to optimize performance; Have knowledge and experience to manage an Advanced COMMS C2 & DF System, or have direct experience with managing the R21-C System by performing activities such as: Product Baseline Changes (�as designed,� �as deployed� and �as maintained�) System Reporting Software Development Testing Preventive Maintenance Software Maintenance Hardware Maintenance System Restoration Continuous Improvement Technology Insertion ? Provision of Lab Support for an Advanced COMMS C2 & DF System or have experience with R21-C System labs and have performed activities such as: Support R21-C System Labs Perform testing/create prototypes Integrate with the CG test environment Build and maintain the virtual machines in the lab Integrate with the existing R21-C software (e.g. Software coding) ? Perform software maintenance activities on Advanced COMMS C2 & DF System, or have experience with the R21-C System to perform activities such as: Maintain Design Baseline Manage Software Updates Deploy Operating System (OS) Security Patches Third Party Software Management (Licenses, Obsolescence) Software coding ? Develop software to support an Advanced COMMS C2 & DF System, or have experience with Software development for the R21-C System, such as: Software coding, testing, de-bugging, QA, deployment, patches, revisions ? Replace obsolete equipment on an Advanced COMMS C2 & DF System or have direct experience with replacement of obsolete equipment for the R21-C System ? Provide Failure Reporting, Analysis, and Corrective Action System (FRACAS) on software or hardware failures ? 4. Maintenance Planning and Management - The discipline of identifying, assigning, and communicating necessary maintenance tasks; Track and manage Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Obsolescence for an Advanced COMMS C2 & DF System, or have direct experience tracking and managing DMSMS/ Obsolescence for R21-C by performing actions such as: Conduct routine assessments of systems Forecasts services, equipment, & software support expiration Track and manage End of Life (EOL)/End of Service Life (EOSL) Create technical roadmaps ? Conduct Root Cause/Corrective Action Analysis on an Advanced COMMS C2 & DF System, or have experience performing such an analysis directly on the R21-C System by performing activities such as: Research and determine root cause of availability impacting issues Develop appropriate corrective actions to minimize or prevent recurrence of the problem Provide monthly reports Validates compliance to System Performance requirement ? Apply security patches (routine and unexpected) on an Advanced COMMS C2 & DF System, or have direct experience supplying security patches on R21-C ? Maintain system/software architecture and schematics for an Advanced COMMS C2 & DF System, or have direct experience maintaining system/software architecture and schematics for the R21-C System ? Provide reports and presentations to leadership concerning maintenance planning and management of an Advanced COMMS C2 & DF System ? Manage, track, and control all TPS products for the project, including Customer or Government supplied software/firmware, Commercial Off-the-Shelf (COTS) software, items of freeware/shareware, firmware and software developed under subcontract for an Advanced COMMS C2 & DF System, or have direct experience supporting R21-C with the management of TPS ? 5. Manpower and Personnel - The discipline of identifying, assigning, and communicating the manpower and personnel required to deliver required operational availability; Provide program management & program control for an Advanced COMMS C2 & DF System, or have direct experience providing program management and program control for R21-C by providing activities such as: Conduct performance evaluation meetings Provide Contract Data Requirements List (CDRL) and other data reports containing specific R21-C information ? Provide program management for an Advanced COMMS C2 & DF System, or have direct experience providing program management for R21-C by providing activities such as: Satisfaction of all contract deliverables Compliance with all contract requirements. Conducting program management reviews (PMR) Cost performance reports/cost funds tracking Earned value management (EVM) Environmental management, pollution prevention, and compliance Configuration/data management (CM/DM) Conduct IPT meetings ? Maintain and build relationships with subcontractors supporting� an Advanced COMMS C2 & DF System, CG Customers (Operators/End-Users, Sponsor/Sponsor�s Representative, C5I Service Center (C5ISC) Product Line Staff, Sustainment Program Manager (SPM) as Lead Systems Integrator (LSI), or have direct experience with the subcontractors supporting R21-C ? Maintain clearance level up to Secret level and maintain required facility/system security access for those working on an Advanced COMMS C2 & DF System, or have direct experience maintaining clearance levels and required facility/system security access for R21-C, such as: Comply with National Industrial Security Program Operating Manual (NISPOM), Department of Defense (DoD) 5220.22(series) concerning clearances and access to restricted access areas and sensitive systems ? 6. Facilities and Infrastructure - The discipline of identifying, assigning, and communicating the fixed assets required to deliver required operational availability; Provide grounds keeping maintenance for System equipment areas supporting an Advanced COMMS C2 & DF System, including items such as: Grass cutting/general landscaping Weed removal Fence maintenance Repair and ancillary equipment (i.e., HVAC, power/back-up generator) maintenance Cutting tree limbs Removing debris ? Provide maintenance of sensor equipment mounted on Remote Fixed Facilities (RFF) towers, cabling/connectors, cable runs from sensors to equipment ground facility ? Provide maintenance of ground facility and external support equipment ? Provide onsite RFF maintenance/service support to RFF facility electronic equipment ? Provide C5 computer resources that provide inputs to an Advanced COMMS C2 & DF System mission operations to detect and locate vessels/personnel in distress, plan the mission, deploy assets and manage the mission ? Provide C5 computer resources that support a 24/7/365 centralized service center (CSC) for an Advanced COMMS C2 & DF System, or have direct support experience for R21-C that provides operational and integrated logistics support/sustainment such as: Provide overall system management to include monitoring of system operational availability (AO) status and performance Provide a Tier 0, 24/7/365 call center support for processing system casualties/incidents Provide a system fault detection/fault location (FDFL) capability and Tier 1 casualty/incident remote repair/resolution support Coordinate deployment of Tier 2 field support technicians (FST) when required to execute system trouble-shooting/repair Escalate system casualties/incidents to Tier 3 engineering support for analysis/resolution Manage deployment of system upgrades ? Provide C5 computer resources that fully support life cycle support (LCS) of an Advanced COMMS C2 & DF System, or have experience in providing LCS of the R21-C System/Program ? 5.�� Provide integrated computer resources required to develop, maintain, upgrade, integrate, test, conduct QA on system components to include: hardware (HW), firmware (FW), middleware (MW) and software SW [System SW or Third-Party SW (TPS)] ? Provide C5 computer resources that support an integrated program management team (IPMT) approach of an Advanced COMMS C2 & DF System, or have experience in providing integrated program management of the R21-C System/Program Provide the integrated computer resources that support the employment/sustainment of ILS and its management across all 12 elements of ILS in accordance with the CG Integrated Logistics Support (ILS) Manual, COMDINST M4105.14, dated 12 Mar 2018 ? Provide SCC and Station Operator workstations that access all systems functions through integrated system specific SW and TPS and provide integrated C2 menus that interface with a GIS display, preferably the CG1V GIS. ? Provide C5 computer resources that support DR to SCCs located at CG Operations Service Center (OSC) (Martinsburg, WV) and a deployable, mobile DRS consisting of portable tower, radio and sensor equipment, satellite links for network restoration that restores partial system functionality within 24 hrs. and full system functionality within seven (7) days of a disaster event ? 8. Technical Data - The discipline of identifying, assigning, and communicating the technical data required to deliver required operational availability; Develop, maintain and manage technical data to support an Advanced COMMS C2 & DF System over its life cycle, or have specific experience in providing technical date management capabilities to support R21-C in the System Coverage Area, and have performed activities such as: Provide for a system integrated data environment (IDE), preferably in a CG data center/cloud environment, that is a secure, permissions controlled �environment accessible by key CG stakeholders internal/external to the cognizant system C5ISC Product Line and system service/maintenance providers Provide an IDE, preferably in a CG logistics suite/SOR(s), that provides for system CM for all system CIs� that includes HW, FW, MW, SW at all levels from the system, subsystem, component level to include lowest replaceable/repairable units (LRU) requiring CM with functionality that supports: Development/maintenance and revision of all technical engineering documents, artifacts for the system product baseline (PBL) �as designed,� �as deployed� and �as maintained� in the field Development/maintenance of standardized maintenance and service (M&S) procedures tied to system CIs requiring M&S under CM in a CG technical information management systems (TIMS) Development, maintenance, upgrade, revision, integration and deployment of system SW and integration with TPS Development, maintenance and updates to system standard operational procedures (SOP), system operator/end-user guides, tactics, techniques and procedures (TTPs) Development, maintenance and updates to system training mock-up and training support material Tracking/Reporting of system measures of effective (MOE) for critical operational functions identified in Table 1 and sustainment measures of performance (MOP) identified in Table 2 Tracking/Reporting status of system inventory/parts, repairables, parts allowance list (PAL) on-hand percentages, usage data and provisioning (i.e., at a central inventory control point (ICP), remote inventory sites (RIS), or onsite at a SCC, Station, or Base) � SCM functions Tracking/Reporting of all related system financial transaction activities (system support personnel time and expenditures, system procurements, inventory/parts usage/repair transactions, other direct costs) ? 2.�� Provide the IDE that supports an IPMT approach to sustainment of an Advanced COMMS C2 & DF System, or have experience in providing integrated program management of the R21-C System/Program ? Training and Training Support - The discipline of identifying, assigning, and communicating the training assets required to deliver required operational availability; Create real-world operational use-case scenarios for system operators/end-users to train and test on how to be a watch stander for an Advanced COMMS C2 & DF System, or have direct experience creating real-time scenarios for R21-C ? Provide/sustain a CG Operations Specialist (OS) �A� School Communications Simulator that is current with the �as deployed� operational system in support of� training for an Advanced COMMS C2 & DF System, or have direct experience with the CG OS �A� School R21-C Communications Simulator ? Provide system Knowledge Management (KM) artifacts and maintain distributive, online training resources under CM for an Advanced COMMS C2 & DF System, or have direct experience with the knowledge management system for the R21-C System/Program, by performing activities such as: Maintain training personnel resources necessary to satisfy system training and training support requirements Develop/update manuals, process guides and TTPs Maintain online libraries Providing refresher training at SCCs, Stations and Bases Train/certify field support technicians on system maintenance/service procedures ? 10. Supply Support - The discipline of identifying, assigning, and communicating the flow of materiel (e.g., consumables, spare parts, repairables, etc.) required to meet the asset�s maintenance requirements; Provide Storage and Maintenance of 550 plus line items for an Advanced COMMS C2 & DF System, or have direct experience storing and maintaining R21-C System/Program inventory, by performing activities such as: Track inventory/parts and usage Provide utilization reports ? Configure spares software, hardware and firmware for an Advanced COMMS C2 & DF System, or have direct experience configuring spares for the R21-C System/Program ? Ship supplies supporting an Advanced COMMS C2 & DF System to required locations, or have direct experience shipping supplies to support the R21-C System/Program, by providing activities such as: 24/7/365 supply/shipping support to assure field success and minimize outage times ? Track and Respond to Network Interruptions causing a degraded/disabled (Non-Mission Capable) Advanced COMMS C2 & DF System, or have direct experience tracking and responding to network interruptions affecting the R21-C System ? 11. Packaging, Handling, Storage, and Transportation (PHS&T) - The discipline of identifying, assigning, and communicating requirements for safeguarding materiel and supplies; and Maintain physical/functional integrity and security of all components, supplies, inventory/parts and support equipment during all PHS&T activities supporting an Advanced COMMS C2 & DF System, or have direct experience with PHS&T in support of the R21-C System/Program by performing activities such as: PHS&T Planning Facilities, storage, preservati...
