VETERANS AFFAIRS MEDICAL CENTER, PHILADELPHIA, PA REQUEST FOR SF 330 THIS IS THE SECOND POSTINGFOR THIS PRESOLICATION / CALL FOR SF330 (SOLICATION NUMBER 36C24420R0042_2 ). �ORIGINAL POSTING WAS RELEASED ON 4/20/2020. THERE WAS A TECHNICAL ISSUE WITH BETA.SAM (CONTRACT OPPPORTUNITES) THAT HAS RESULTED IN THE REPOSTING OF THIS NOTICE. THIS CALL FOR SF330 IS A REPRODUCTION OF THE PREVIOUS CALL FOR SF330 (SOLICATION NUMBER 36C24420R0042_2� ). The Philadelphia Department of Veterans Affairs Medical Center located at 3900 Woodland Avenue is seeking professional Architect and Engineering (A&E) services for an A/E IDIQ-Minimum Guarantee contract for the Philadelphia Veterans Affairs Medical Center (VAMC). This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A&E) firms permitted by law to practice the professions of architecture or engineering are requested to send two copies of an SF 330 (8/2016 Edition) and CD from qualified and eligible firms classified as 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. required work. THIS IS NOT A REQUEST FOR PROPOSAL and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement. Responses must be submitted by May 19th, 2020 by 9:00 AM Eastern Standard Time (EST). Interested A&E firms shall submit two (2) copies of the SF330 (8/2016 Edition) and a CD to the address below with the appropriate documentation: ATTN: Rashaun Thomas Corporal Michael J. Crescenz, VAMC 3900 Woodland Ave Building 5, Contracting Office Philadelphia, PA 19104 � A&E Firms shall also e-mail a PDF SF330 document to Rashaun Thomas at Rashaun.thomas@va.gov by May 19th, 2020 by 9:00 AM Eastern Standard Time (EST). All SDVOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov.� All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). All firms that respond must be registered in the System for Award Management via https://sam.gov/SAM/. The North American Industry Classification System (NAICS) code for this work is 541330. The small business standard is 7.5 million dollars. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/. Ensure your registration is correct, current and has not expired. All firms who respond must submit their Duns & Bradstreet number via https://www.dnb.com/. Any firms holding an GSA schedule contract from https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do must submit the GSA contract number. All firms who respond must submit their tax ID number. Failure of a proposed SDVOSB A&E firm to be certified by the CVE at the time of the SF330 is submitted shall result in elimination from further consideration for award. VA assumes no responsibility for any costs incurred associated with the preparation of responses. The Government will not pay, nor reimburse, any costs associated with responding to this announcement. The Government is under no obligation to award a contract as a result of this announcement. A&E firms will be selected based on demonstrated competence and qualifications for the required work. Approximately five (5) Service-Disabled Veteran Owned Small Business (SDVOSB) AE firms will be awarded a contract. The maximum contract amount will be $3,000,000.00 for each individual contract awarded with a combined limit of $6,500,000.00. This contract will last up to five (5) years unless the $6,500,000.00 limit is reached first. A Task Order will be released against the base contacts for each project required.� The scope and dollar amount of these projects typically range from $30,000.00 to $900,000.00. Task Orders for this contract will be issued out of the Philadelphia VA Medical Center Contracting Office, Philadelphia, PA. Projects will be for the Philadelphia VA Medical Center only. All questions are to be submitted via email to Rashaun.thomas@va.gov by May 12th, 2020 by 12:00 PM EST. � � � � � � � � � � � � � � EVALUATION FACTORS The Architect and Engineer selection process will be in two phases. Preliminary Evaluation (Phase I) and Final Evaluation (Phase II). PHASE I OF THE SELECTION PROCESS Phase I of the selection procedure will include narrowing of all received proposals to approximately ten (10) firms using the following factors: Factor 1: SPECIALIZED EXPERIENCE & PAST PERFORMANCE Offerors will be evaluated on the team's demonstrated experience, performance, technical abilities, and relevant project work of a similar scope, budget, and complexity as the Statement of Work for new construction, renovations, major modernizations, building additions, historic restorations, hospital design, VA projects, among other tasks listed in the SOW.� Submissions will be evaluated on demonstrated ability to execute constructible, biddable, and well-coordinated construction documents, while meeting schedules and tracking/controlling costs to bring projects in on budget +/- 5%. Offerors shall provide estimates, bid price and final construction cost (to include change orders) of the 10 most recent projects completed.� Contractors shall provide up to five projects demonstrating experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. These maybe the same projects identified above however contractor shall clearly delineate the construction period services performed and identify them for consideration. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be evaluated.� Past performance and specialized experience will also be evaluated based on example projects with past client/customer reviews.� Offerors are encouraged to list awards, letters of recommendation, outstanding merits, evaluations, or letters from past clients that demonstrate quality in design, superior project management, customer service, or professional performance.� The Government may also use corporate knowledge when evaluating this factor.��� Factor 2:� PROFESSIONAL QUALIFICATIONS & EXPERIENCE OF KEY PERSONNEL Offerors must provide background of firms (prime and sub-consultants) and list of key personnel with professional registrations, certifications, licenses and/or other relevant credentials (ex. Registered Architect-RA, Professional Engineer-PE, LEED Accredited Professional, Certified Planner.� List all State registrations for individuals licensed in multiple jurisdictions.� Offerors shall identify and provide resumes of all key personnel.� Key personnel are those who will be directly involved in providing the contract services will be evaluated on education, project experience, technical ability and other relevant qualifications that will provide the best opportunity for the successful completion this contract.� Indicate specific role of key personnel for this contract and their level of involvement in example projects under Section G in Part 1 of the SF330. Factor 3:� FIRM CAPACITY & MANAGEMENT OVERSIGHT Offerors must provide an organizational chart identifying key personnel for this contract.� Additionally, offerors must provide a management plan which describes the firm�s ability to accomplish work with in-house personnel either onsite or at branch offices, and clearly delineate what work will be performed by subconsultants.� Proposals will be evaluated on how teams are organized, effectiveness of the organization, how well the teams work together, how they will maintain good working relationships; that roles, responsibilities and authorities are clearly established; how the teams can be proactive or responsive to emerging situations, conducting situation evaluations and make midcourse corrections.� Evaluation will be on communication, is there a plan and commitment to timely communications; are communications defined, clear, and efficient and demonstrate how stakeholders are included.� The evaluation will also consider the firm�s present workload and the availability of the project team for the specified contract performance period.� Plan should state the offerors proposed response time to review shop drawings, RFIs, change order requests, submittals, etc.� Offerors should note if selected response times proposed may be incorporated into the statement of work as the standard.� Specify the percentage of work on each project performed by each partner, if the project is a joint venture.� If supplemental resources are needed, identify how the resources will be obtained through partnering or teaming. PHASE II OF THE SELECTION PROCESS Phase II of the selection process will include inviting not more than ten (10) firms that progress from Phase I to the Philadelphia VAMC for an interview/presentation session. These ten firms will then be narrowed to approximately five (5) firms for contract award. The criteria for selection during Phase II of the selection process shall contain the criteria for Phase I and the following additional criteria: Factor 4:� PROPOSED PROJECT DESIGN APPROACH Design approach statements will be evaluated based on demonstration of a clear understanding of the instant project.� Statements should identify potential problems and proposed solutions.� Statements shall also outline designers plans to execute project and plan subsequent construction while minimizing impact on VA hospital operations.� Evaluation will also consider business philosophy, customer service philosophy and standard level of care. Provide analysis of firm's past design and construction estimates compared to past awarded design and construction contract amounts. Factor 5:� GEOGRAPHIC LOCATION & PLAN The plan will outline the team's knowledge of CMCVAMC and unique requirements, along with the team�s ability to accomplish the required AE services. Offeror�s must indicate firm�s/team�s location, including main offices, branch offices and any subconsultants� offices and demonstrate how the team will service the geographic area.� The plan shall demonstrate knowledge of local conditions within the geographical area including tactical, operational, strategic issues for all areas of design, as well as bidding and construction related to the key disciplines. This may include everything from supply, labor force, weather and seismic conditions, to the local construction climate's impact on cost estimating. There will also be consideration given to how key team members can conduct pre-design site review of the proposed work while minimizing extra cost to the government for travel. NOTE:� Time will be measured from the Philadelphia VAMC via car to the firms indicated office where the work will be performed Factor 6: Use Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses and other types of small business The contractor shall provide a summary identifying the extent to which it commits to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.� Proposed subcontractors shall be identified by business type, DUNS number and percentage of work to be performed. Factors 1 through 3 are significantly more important than factors 4 through 6. TENTATIVE STATEMENT OF WORK OVERVIEW General Scope�� The A-E shall perform the following general scope requirement: Architect-Engineer (A-E) services are required to provide completed detailed design for maintenance, repair, alteration and new construction projects.� These projects will require multi-disciplinary engineering services for commercial, industrial, and health care type facilities. The Architect-Engineer (A-E) shall provide professional and non-professional Architectural and Engineering support services for projects assigned to the Philadelphia, PA VA Medical center (CMCVAMC).� The A-E shall furnish the required personnel, management, facilities, supplies, equipment, instruments, transportation, materials (other than those furnished by the Government as hereinafter provided or in individual task orders), and other items and services as necessary to accomplish the required services and provide the Government reports and other data together with supporting material developed during the period of performance.� During execution of the work, the A-E shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and timely progress of the work.� The general A-E services will be for the Philadelphia, PA area. � DESCRIPTION OF WORK General Description This Statement of Work (SOW) sets forth the general requirements for the performance of various services required under the Contract. Multi-disciplined A-E services are required for design of various CMCVAMC buildings, structures and facilities. Specific disciplines are, but not limited to, as follows: General architectural services Interior design, space planning and systems furniture integration Electrical engineering Civil engineering Structural engineering (to include seismic design) Mechanical engineering Geotechnical Elevator design (also dumbwaiters and transport systems including recommendations for type, cost and location of all transport modes and terminals) Environmental (NEPA assessment and compliance) Sustainable design and green construction (e.g. LEED, Green Globes (GG), guiding principles compliance (GPC)) Energy engineering, analysis and modelling Surveying Compliance inspections A-E studies, surveys, and designs A-E services with historic impact Historic preservation assessment, restoration and rehabilitation (including exterior envelope and interior spaces). SHPO compliance. Landscape/site design and improvement Landscape preservation and adaptive use Fire and life safety engineering Security enhancements and assessments, security system design Feasibility studies Preparation of Contract documents Post-construction Contract services Construction inspection services Master planning Space Control report of the total gross area(s) of the facility Phasing Planning for Construction (including making recommendations concerning construction Contract arrangements and scheduling that will be advantageous to the VA in terms of cost and timing) Communications Construction phasing and scheduling planning Cost estimates Cost engineering (i.e. life cycle cost analysis (LCCA), ROI analysis, savings to investment ratio (SIR) analysis) Value engineering Administrative coordination and integration of the various disciplines involved Construction phase services and computer aided design (CAD) documentation including building information modeling (BIM) Building Commissioning and Commissioning Planning Industrial Hygienist (asbestos surveying, abatement, etc.).� Reports submitted and implement findings into the drawing sets. Physicist (radiation surveying, lead lining, etc.).� Reports submitted and implement findings into the drawing sets.
