- Description
- Notification of Sole Source Procurement.� In accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, the Government intends to limit sources to SidePlate Systems, Inc. (SidePlate)�for lateral load resisting and progressive collapse resisting steel framing in the firm-fixed price construction contract for the new Veterans Affairs (VA) Medical Center located in Louisville, KY.� Though a contract will not be awarded directly to SidePlate by the Government, SidePlate�s proprietary steel connection system will be specified in the design-bid-build contract for construction of the project, requiring the construction contractor to contract directly with SidePlate. This requirement is for engaging a specialty connection engineering firm to implement their connection system in the lateral load resisting and progressive collapse resisting steel framing of the new facility.� The gravity steel connections, which comprise the majority of connections in the facility, will be constructed using conventional connections that do not employ SidePlate connections.� While the design of the system is protected by intellectual property patents and subject to a licensing fee, none of the components of the connections are single-source materials or products. Therefore, any qualified steel contractor is capable of constructing these connections. The construction contract is planned to be awarded under a full and open solicitation, funded by the Department of Veterans Affairs (DVA).� All responsible sources may submit a capability statement which shall be considered by the agency.� The submission must be received no later 12:00 PM Eastern Time on 28 May 2020 to Michael.D.Hutchens@usace.army.mil.� THIS IS NOT A REQUEST FOR PROPOSAL.
