- THIS REQUEST FOR INFORMATION IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. Released pursuant to Federal Acquisition Regulation (FAR) part 10: Market Research - this is a Request for Information. This is a Request for Information (RFI), this is not a Request for Quotes (RFQ), Invitation for Bid (IFB), or Request for Proposals (RFP). No formal solicitation document exists at this present time. This is not a solicitation announcement. The purpose of this Sources Sought Notice is for market research to gain knowledge of potential Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) qualified under North American Industry Classification System (NAICS) code search 236220, which includes corresponding index entries such as Commercial and Institutional Building Construction with a size standard of $39.5 million. At this time, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Therefore, respondents are advised that the United States Government is under no obligation to pay for any information or administrative costs incurred in response to this notice. At this time, proprietary information is not being requested; respondents shall refrain from including proprietary information in responses to this notice. In an effort to enhance opportunities for Service Disabled Veteran Own Small Business (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, the VA Veterans Health Administration (VHA) is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the bonding capacity necessary to compete for a very important VHA procurement opportunity. Pursuant to the set-aside authority contained in Public Law 109-461. Results of preliminary market research may or may not be used in considering a 100% total set aside for SDVOSBs first and VOSBs second. PROJECT SCOPE SUMMARY 1 JB - Loch Raven Veterans Affairs Medical Center (VAMC), Two-Phase Design-Build Project # 512A5-20-002. This project for renovation of several rooms within First Floor of Building 1 (CLC) at the Loch Raven VA Medical Center to create a new USP 979/800 Compliant Pharmacy Compounding Area (\R\800SF) and conference room (\R\250SF). The intent and objective may or may not be to award a single contract for the design and renovation as a design-build delivery. Renovation will include but not limited to complete demolition of existing office/conference room spaces, upgrading interior utilities which include complete replacement of existing HVAC with a new dedicated air handling unit (100% OA and 12 ACPH), installation of biological safety cabinets, electrical and communication system modifications, security camera and card reader systems, chilled/heating water system integration, clean room procedures and products, and other specific tasks. BACKGROUND The U.S. Department of Veterans Affairs (VA), VHA may or may not award a one-time, four hundred-fifty-five-day, Firm-Fixed Price (FFP) Design Build Construction contract estimated between $1,000,000.00 and $2,000,000.00 in value. If a decision is made to issue a solicitation, a pre-solicitation notice will be published for fifteen calendar days prior to issuance of a full solicitation. This description is not all encompassing, and is subject to change. All interested parties shall be registered in the System for Award Management (SAM) database at https://beta.sam.gov/ and Vendor Information Pages (VIP) at VetBiz web portal https://www.vip.vetbiz.va.gov/. Documentation supporting your Center for Verification and Evaluation (CVE) veteran s status must be submitted with your package; submissions must also indicate whether your firm is responding as a SDVOSB / VOSB, or both. Requested Information: 1. Provide a positive statement of your firms interest in submitting a proposal as a prime contractor to the Federal Government based on the general scope of work description, including verification of your firms current bonding capacity. 2. Please provide a capability statement; describe your firm s in-house capability to accomplish the summarized project scope/goal. 3. What is the dollar amount of the minimum bonding level your firm would require in order to submit a proposal for the work? 4. Please state whether your SDVOSB or VOSB firm is currently certified by the VA for CVE based upon NAICS code search 236220, Commercial and Institutional Building Construction. 5. Please state your firm's name, address, DUNS or CAGE, and primary point of contact, including telephone number and email address. 6. Has your firm, within the past five years, as a prime contractor, whether individually or through a formal joint venture, teaming agreement, or under subcontract to a Federal prime contractor, completed a construction (including Design-Build), project of equal or greater scope & value? If yes, please provide the following information for your three most recent projects: (a) Contracting agency address and contracting officer s name, email address and telephone number. (b) Contract Number, date, amount of award, and date of completion. (c) Was your company the prime or a subcontractor? If performance was as a subcontractor, please provide the prime company s business name, address, email address, and telephone number, as well as the name, email address and telephone number of a specific contact person. (d) Describe items/services provided under the contract. (e) If bonding was provided, what was the amount of bonding? (f) Please state whether or not there were any performance issues under the contract resulting in the issuance of a Cure Notice or Show Cause Notice by the Contracting Officer. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to David.Valenciabonilla@va.gov. Telephone, fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than May 20, 2020 at 4:30 p.m. (Eastern Standard Time). Please do not include advertising, or promotional materials. Responses to the RFI will not be returned. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.
