- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Other Than Full and Open Competition (>SAT) Acquisition Plan Action ID: *REDACTED* _ Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon VA Medical Center LVAMC, Facilities Management. Purchase Request *REDACTED*. Nature and/or Description of the Action Being Processed: VLogic Systems, Inc. (hereinafter referred to as VLogic) is an integrated workspace management vendor that provides necessary software to maximize the VA s assets within its workspace at the Lebanon VAMC. *REDACTED* This system supports the generation of resource usage reports; rapid response to maintenance problems; re-configuration requirements; space, energy and security planning. It is the Government s intent to utilize the most qualified vendor to provide the best support services beyond April 2020. Description of Supplies/Services Required to Meet the Agency s Needs: The services requested consist of providing internet-based access for authorized users of VLogicFM software; providing on-going maintenance and updating of drawings and database; developing a drawing management system; developing a life-safety shut-off valve documentation system. The services will allow the facility user or technician to view documents for which privileges are granted to him/her, and any selected document can be viewed or downloaded or emailed as required. Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC �3304(a)(1) as implemented by FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per 41 USC �3304(a)(2) as implemented by FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC �3304(a)(3) as implemented by FAR 6.302-3; ( ) (4) International Agreement per 41 USC �3304(a)(4) as implemented by FAR 6.302-4 ( ) (5) Authorized or Required by Statute per 41 USC �3304(a)(5) as implemented by FAR 6.302-5; ( ) (6) National Security per 41 USC �3304(a)(6) as implemented by FAR 6.302-6; ( ) (7) Public Interest per 41 USC �3304(a)(7) as implemented by FAR 6.302-7; Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VLogic, a small business, has proprietary rights of the VLogicFM Version X software, which uses two (2) key areas of management for the system at Lebanon VAMC; the areas are for Drawing and Space Management (See Attached Proprietary Letter). *REDACTED* The technology used in VLogicFM is proprietary to VLogic Systems, Inc. and has not been licensed to any other organization. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: RFI 36C24420Q0473 was posted on Contract Opportunities on 4/7/2020 and closed on 4/10/2020, *REDACTED* VLogic is currently providing CAFM services to the Lebanon VAMC, *REDACTED*. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost to the Government of *REDACTED* is fair and reasonable in accordance with FAR 13.106-3(a)(2)(vi) when compared to the Independent Government Cost Estimate (IGCE). Reference prices resulted from market research for similar services ranged from *REDACTED*. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted in accordance with FAR Part 10. Market research was done using internet sources, such as FPDS, GSA eLibrary, VIP and suggested source information. *REDACTED*. Any Other Facts Supporting the Use of Other than Full and Open Competition: *REDACTED* A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: As additional requirements occur, the market will be researched to determine if other companies are available in order to seek competition for similar requirements.
