Description
The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to Stormsource LLC., Doing Business As: Appointment Plus, 15300 N 90th St. Ste100 Scottsdale, AZ 85260-2772. This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. The purpose of the acquisition is to obtain procure a lease of a web based appointment scheduling service to serve the United States Coast Guard (USCG) National Maritime Center (NMC) mariner community. An appointment scheduling software will allow mariners to directly access each of the 20 individual Regional Examination Centers (REC) and monitoring units located around the country and overseas to obtain appointments for a variety of functions to include mandatory examinations for USCG issued Merchant Mariner Credentials (MMCs). This requirement is vital to the mission of the U.S. mariner licensing and documentation program. Due to the nature of the maritime environment, mariners do not always have access to voice communications and the number of individuals visiting the RECs on a given day can vary greatly. As such, mariners require an advance scheduling service to manage workload due to brief windows of time they are on shore. A flexible web based accessible scheduling system provides consistent and standardized service among the RECs and the centralized NMC contact center located in Martinsburg WV. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responses shall be submitted to the Contracting Officer, Jazmine T. Gordon via email to jazmine.t.gordon@uscg.mil by 12:00 pm EST on May 27, 2020 reference no. 70Z02320QMMZ38300. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with Stormsource LLC., as the only source and a purchase order will be issued without any additional notices being posted. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements.
