Description
NOTE 4: 14 May 2020. This posting has been updated with six (6) attachment modifications. The Industry Day Agenda has been updated to allow two (2) machines per company to access Industry Day. The Draft IDIQ PWS has been updated as of 14 May 2020. In addition, there are four new documents to include: The Government's response to RFIs received, a Government RFI for Industry to respond to, the Draft PWS for Task Order 0001, and the proposed Technical Approach Scenario intended to be used for Evaluation purposes. Schedules for requested one-on-ones with the Government as well as access information for the Industry Day Mass Briefing will be distributed through e-mail to the individuals that registered for Industry Day. The Industry Day information will be sent by the A&AS Contractor assisting with the ABAD effort,Kerry Pelham,kerrypelham@odysseyconsult.com. If you have registered for Industry Day and have not received the information you need by 15 May 2020, please contact both her and the Government points of contact. NOTE 3: The Agenda and Industry Day briefing slides have been added as attachments to this solicitation. Access information for Industry Day and one-on-ones will be distributed by close of business 14 May. If you haveobtained confirmation that your registration was received, but you have not been given access information by that date, please contact the Government POCs as indicated in this posting. Please note the Government intends to record the Industry Day briefing and make it available on a by-request basis after Industry Day. The Government also intends to publish the list of attendees in an attempt to connect interested parties. The Government alsointends to release updated Performance Work Statements prior to Industry Day. NOTE 2: The Government will be holding a test run fora communication method for this virtual Industry Day. The test will be held on 30 April 2020, and the relevant information can be found in 'Attachment 3 Industry Dry Run Instructions.' Should a participating vendor encounter any issues with this communication method, please contact the Government POCs so it can be reevaluated. NOTE: The dates for Industry Day have beenpostponed to May 2020 in light of increasing Covid-19 restrictions. New registrations are unnecessary if you have already received a confirmation from the Government and still plan on attending. However, if this new timeline does not allow your company to participate, please contact the Government POCs. The Government may also issue an RFI related to this notice prior to Industry Day with additional documentation. The purpose of the upcoming virtual industry day is to solicit interest in an IDIQ service contract to provide the ability to procure/lease, integrate, operate, and maintain an Air Base Air Defense (ABAD) network across EUCOM and AFRICOM AOR. The government estimates a ceiling of $950M, with the potential for ten years of performance. The Government seeks to provide industry more insight into the Governments ABAD requirements and allow potential offerors the opportunity to ask questions and provide feedback on both the work to be performed and the contract specifics. A detailed agenda will be provided prior to the virtual Industry Day. All briefings and one-on-one discussions will be conducted at the unclassified level. An FFRDC will be participating as a technical advisor on this effort. Those who are interested in attending this event are requested to respond to this notice by e-mailing the government POCs your filled out Attachment 1 no later than12 May2020. This will be performed virtually via electronic communications due to international travel restrictions, with the exact communication program to be determined. The communications method will bespecified in this posting prior to the Industry Day. Interested participants mustnotify bothGovernment Points of Contact via e-mailno later than12 May2020. The Government briefings will take place on19 May2020. One-on-one meetings will take place between20 May2020 and22 May2020, depending on the number of interested attendees. Time slots for one-on-one opportunities will be limited to no more than one hour, but the actual time available is dependent upon the number of interested attendees. No later than14 May2020, the Government will send an email confirmation verifying successful receipt of registration along with one-on-one meeting confirmations and a final agenda. Potential offerors are encouraged to submit questions in advance, but are not required to do so. A summary of all releasable questions and answers arising during the one-on-one meetings will be posted the following week. A draft PWS is attached. Additional documentation, including bothan updated IDIQ leveldraft PWS anddraft PWS for the initial task order, will be posted to beta.sam.gov prior to the Industry Day. The revised IDIQ level PWS, to be released prior to Industry Day, will incorporate feedback received from the first RFI as needed. This Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This virtual Industry Day Notice does not commit the Government to contract for any supply or service, whatsoever. Furthermore, the Government is not, at this time, seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Day Notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts. All costs associated with responding to this Industry Day Notice will be solely at the responding party's expense.
