Description
14 May 2020 -�This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure safety advisory and assistance services for the Missile Defense Agency. The safety requirement consists of continuous assessment of the engineering, technology, processes, production and programmatic practices used to develop and operate the MDS such that high risk attributes can be identified and addressed to increase confidence in achieving mission success while ensuring personnel safety. This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and the Small Business Size Standard will be 1250 employees. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years and two (2), one-year options. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include: Huntsville, AL, Dahlgren, VA, Fort Belvoir, VA, Kirtland AFB, NM, Vandenberg AFB, CA, Kirtland AFB, NM and Pacific Missile Range Facility, HI, among others. It is anticipated that the solicitation will be posted on or about 15 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date. The solicitation will be posted to the beta.SAM.gov web site at: https://beta.sam.gov/. Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the web site and frequently monitoring the site for any amendments. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offeror's responsibility to periodically check this website for updates. If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov. A bidders� list will not be maintained by this office, but interested companies are requested to sign up on the �Interested Vendor List� in beta.SAM.gov. When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted. Businesses interested in submitting proposals must be registered in the System for Award Management (SAM) system in accordance with FAR 4.1102. SAM is available at https://sam.gov/SAM/. Any questions must be emailed to: TEAMS-Next_Safety@mda.mil. _____________________________________________________________________________________________ The purpose of this�posting�is to provide the TEAMS-Next Safety draft RFP documentation�for industry review and comment.� This draft RFP consists of three documents.� The first (.pdf) is a combination of the draft solicitation, draft SOW, draft Section L, and draft Section M.� The second (Excel) is the Excel Pricing Workbook.� The third (Excel) is the DRFP Industry Comment Matrix. For all questions and comments, please use the �DRFP Industry Comment Matrix� provided with the Draft RFP. The Government intends to provide responses to industry questions as soon as possible.�� Government responses to unclassified questions will be posted in sets to beta.SAM.gov under this posting. To gain access to the documents that are provided as part of the DRFP, a potential offeror shall request access to each document through beta.SAM.gov. All responses should be provided to joshua.kachelman@mda.mil and ondrea.wilbourn@mda.mil. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Notice, to include costs associated with attending Industry Day(s).
