Description
This is a combined synopsis/solicitation for commercial services/items prepared in accordance with Federal Acquisition Regulation (FAR) in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Quote (RFQ); the solicitation number is 36C10B20Q0264 (see attached document: 36C10B20Q0264). Comparative evaluation will be performed in accordance with 13.106-2(b)(3). The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), VA Informatics and Computing Infrastructure (VINCI) as a Health Services Research and Development Resource Center requires support for DaVINCI efforts to employ a common data model (CDM), and modular analytical platform that support benefits, services, quality, and safety investigations at the population level. Specifically, VA requires Contractor support to obtain full access to data sources for both Department of Defense (DoD) and VA; provide system and database administration and database maintenance services to support the DaVINCI project; provide source DoD/VA data transfer and documentation; provide VA and DoD with Observable Medical Outcomes Partnership (OMOP) CDM data analysis and mapping design recommendations; provide quality assurance and testing of the extract transfer load process; and provide training in the use of health data. The period of performance shall be 12 months from date of award with four 12 month option periods and one optional task for transitional support, if exercised. The North American Industrial Classification System (NAICS) code for this effort is 541511. This solicitation shall close on May 20, 2020 at 12PM EST.
