Description
Background Malawi is a high HIV burden country with over one million people living with HIV. Malawi launched a Test and Start policy in July 2016 and as of December 2019 had over 800,000 people alive and on antiretroviral treatment (ART). While the country has made commendable strides in increasing coverage of ART, there are potentially more than 300,000 estimated PLHIV who have not been initiated on treatment.� The President�s Emergency Plan for AIDS Relief (PEPFAR) provides the largest proportion of total donor funding for HIV in Malawi, which includes United States Government (USG) investments in the Global Fund to Fight HIV, Tuberculosis (TB), and Malaria. These investments are coordinated by the Ministry of Health and the National AIDS Commission, which lead implementation of the national response under the framework of the National Strategic Plan (NSP). USAID implements PEPFAR programs in collaboration with other USG agencies: the U.S. State Department, the Centers for Disease Control (CDC), Department of Defense (DOD), and Peace Corps in Malawi. The PEPFAR Malawi program is focused on achieving epidemic control and maximizing efficiencies to support scale up of quality HIV services. The Senior HIV Treatment Advisor position, referred to as the Senior Treatment Advisor, serves a critical technical leadership function on USAID�s HIV/AIDS team, which is one of five teams in the Health, Population and Nutrition (HPN) Office at USAID/Malawi. The HIV portfolio currently constitutes over 50% of the overall Health �assistance budget. USAID�s HIV team manages an annual budget of �over $70 million and oversees programs in behavioral and biomedical prevention, care and treatment, �health systems strengthening, and orphans and vulnerable children (OVC). The HIV team currently has 18 staff members. BASIC FUNCTIONS OF THE POSITION The Senior Treatment Advisor will: provide leadership and serve as the subject matter expert for USAID/Malawi�s HIV care and treatment portfolio; set strategic direction for the HIV care and treatment portfolio, including ART, Prevention of Mother to Child Transmission (PMTCT), pediatric ART, TB/HIV and clinical lab services; oversee management of all USAID HIV care and treatment implementing partners and related performance management to ensure achievement of results. In addition, the Senior Treatment Adviser will be expected to have a strong grasp of strategic information (SI) for HIV programming including strong capacity to utilize epidemiologic and program data to inform strategic direction, recommend programmatic shifts, and identify performance successes and challenges. The incumbent will support the USAID/Malawi and the USG Mission/Malawi in operational planning and monitoring of the HIV care and treatment portfolio and HIV clinical services across the cascade.� The incumbent is also expected to play a leadership role in the interagency Technical Working Group (TWG) structures. The incumbent must demonstrate relevant technical knowledge, inclusive leadership, and well-developed communication and interpersonal skills to function effectively across USG agencies and with mid- and senior-level stakeholders in government, civil society, and the private sector. The Senior Treatment Advisor interacts with the USAID team as well as technical representatives of other USG agencies, Government of Malawi (GOM) counterparts, Office of the Global AIDS Coordinator (OGAC), international donors, and other key development partners. The incumbent will directly supervise one Third Country National (TCN) Quality Improvement Advisor and one Locally Engaged Staff (LES) Tuberculosis (TB) Clinical Specialist while also providing management oversight to the Treatment sub-team, which also includes a PMTCT Specialist and a Pediatric Treatment Specialist. The Senior Treatment Advisor may be required, on an as needed basis, to perform other duties as assigned in support of the overall responsibilities of USAID/Malawi�s Health Team. The incumbent is supervised by the HIV Team Lead or his/her designee.
