Description
The solicitation is revised from Total Small Business Set-Aside (FAR 19.5) to Unrestricted Scope of Work: �Fire Station Alerting Destination Information:� DLA Land and Maritime, Columbus OH Period of Performance: 90 days from effective date of award The magnitude of this construction project in terms of estimated cost is between $250,000 and $500,000 The award will be a firm fixed price contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for the solicitation. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractor will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. In addition, the complete solicitation, statement of work, and drawings will be available on the solicitation issuance date. The Contractor shall furnish all labor, material, supplies, equipment, tools, delivery, disposal and supervision required in performing all operations in conjunction with this project complete, in strict accordance with these specifications for Project CSC-20023 and Contract Drawing No. 3-1686 subject to the terms and provisions of this contract. MANDATORY CONTRACTOR QUALIFICATIONS: Qualified offerors must provide information regarding the technical qualifications of the proposed project staff, to include the individuals who will be responsible for the following functions: 1.������������ Written qualification statement for the individual who will be functioning as the project manager, demonstrating 3 years of project management experience for projects similar in nature to work described in the statement of work. 2.������������ Written qualifications statement for the individual who will be responsible for quality control demonstrating 3 years of quality control experience for projects similar in nature to work described in the statement of work. 3.������������ Written qualifications statement for the individual who will be responsible for safety demonstrating 3 years of safety experience for projects similar in nature to work described in the statement of work. This individual must document formal OSHA safety training pertinent to this task including lockout/tagout, ladder safety, workplace hazards and personal protective equipment. 4.������������ Written qualifications statement for the individual who will be preforming special trades work (Skilled Traces Workers). Offerors must demonstrate that all special trades work will be performed by contractors/workers with valid licenses issued by the State of Ohio or issued by a state in which the contractors/workers may apply for an Ohio Reciprocal License. The current list can be found at https://www.com.ohio.gov/dico/ocilb/ The written qualifications statement shall be certified and signed by a principle of the offeror. Offerors need only submit a brief resume of each key individual. This will be evaluated to determine if they have the appropriate technical training, certifications, if required, and previous construction experience to meet the technical requirements of a project of this nature. If any of the submitted individuals will perform more than one of the listed functions, this is acceptable as long as the submitted documentation identifies any and all functions the given individual will be performing. PERIOD OF PERFORMANCE: All work associated with the performance of this project must be completed within 90 calendar days after receipt of the Notice to Proceed. The solicitation will close at 3:00 pm est (eastern standard time) on or about 30 June 2020. SITE VISIT: A site visit for this project is scheduled for 17 June 2020 at 1:00 pm est at Building 308. Access to DLA Land and Maritime, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to the contracting officer by e-mail at Karl.Hinch@dla.mil. Individuals will need to enter the Center through the Visitor Processing Center and a valid federal or state issued photo identification will be required. QUESTIONS AND ANSWERS: All questions shall be submitted via e-mail, and must be submitted no later than 19 June 2020.
