Description
This is a Pre-Solicitation notice for the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD.� The Solicitation will be advertised as a Total Small Business set-aside under NAICS code 237990 � Other Heavy and Civil Engineering Construction, the small business size standard is $39.5 Million. The Government anticipates awarding a single firm fixed price contract in accordance with FAR 36.3 � Two-Phase Design-Build Selection Procedures. REQUIREMENT BACKGROUND The National Institute of Standards and Technology (NIST) uses a utility plant to generate and distribute steam and chilled water to provide heating and cooling to the office buildings and research laboratories located throughout the Gaithersburg, MD campus.� The original steam and condensate utility piping, installed circa 1960, was replaced in 2010.� The condensate piping on the southern portion of campus has experienced premature failure and must be replaced.� While the exact cause of the failure is unknown it is believed that changes to the piping configuration in the steam manholes will be required to prevent premature failure of the new condensate piping.� SCOPE OF REQUIREMENT This is a Design-Build requirement for underground steam condensate piping replacement and steam system repairs on the southern portion of the NIST, Gaithersburg, Maryland campus. �This section of the underground steam and condensate piping is often referred to as the �South Leg�.� The magnitude for this project is estimated to be between $1 Million and $5 Million.�� Steam and condensate piping are located underground with steam manholes located at regular intervals along its length. �The piping is a pre-engineered system consisting of a steel carrier pipe (steam or condensate), insulation, and an external steel conduit pipe which is coated to resist rusting. �This piping system is direct buried approximately ten (10) feet below grade, with the steam and condensate piping each in their own separate conduits.� The Design-Build Contractor shall bear the burden of providing properly selected and installed equipment in order to meet the Government�s performance requirements as outlined in the attached DRAFT Statement of Work. SOLICITATION REQUIREMENTS NIST intends to award a single Design/Build (D/B), firm-fixed price contract for the replacement of the South Leg Underground Steam Condensate Piping.� An awardee shall be selected in accordance with the Two-Phase Design-Build Selection Procedures prescribed under FAR subpart 36.3 as follows: A formal Solicitation will be posted to the https://beta.sam.gov/ website outlining the two phases of the selection process.� Phase I - Request for Qualifications (RFQ) This announcement will be a Request for Qualifications (RFQ) to qualify prospective D/B contractors for Phase II of the procurement process. �Offeror�s submissions shall be evaluated and ranked in accordance with the evaluation criteria set forth in the RFQ solicitation which shall include the following technical factors: Factor 1 � Bonding Capacity (Pass/Fail) Factor 2 � Steam Experience of the Builder (Pass/Fail) Factor 3 � Design-Build Experience of the Builder Factor 4 � Specialized Experience and Technical Competency of the Design-Build Team Factor 5 � Design-Build Management Approach Factor 6 � Past Performance Subfactor 6a � Builder Past Performance Subfactor 6b � Designer Past Performance Subfactor 6c � Experience Modification Rate Based on the Government�s evaluation, the three most highly qualified firms will be invited to submit a proposal in Phase II. Phase Two � Request for Proposals (RFP) A maximum of five (5) highest rated firms may be selected to move into the Phase Two of the selection process.� Firms selected for Phase Two shall submit a technical and price proposal to NIST.� Phase 2 proposals will be evaluated, with respect to price and the following technical: Factor 7 � Schedule Factor 8 � Technical Solution Factor 9 � Design-Build Project Team Subfactor 9.A � Key Personnel for Construction Subfactor 9.B � Key Personnel for Design Subfactor 9.C � Key Personnel for Safety The Offeror whose proposal represents the best value to the Government shall be selected for award in accordance with the procedures set-forth in the RFP solicitation.�
