Description

PRE-SOLICITATION NOTICE CONSTRUCTION: Miramar National Cemetery Expansion for the National Cemetery Administration (NCA). NCA will be issuing a solicitation for construction services at the Miramar National Cemetery, 5796 Nobel Drive, San Diego, CA 92122 The solicitation will be issued on or about 15 June 2020 with the bid opening on or about 15 July 2020. Dissemination of the solicitation will be limited to electronic medium. The construction work includes but is not limited to; removal of existing structures, alterations, excavation and regrading, walks and pavers, grading, temporary signage, curb & gutter, drainage, and utility systems. There will be ONE pre-bid conference/site walk-through held for this project. Details of the pre-bid conference will be included in the solicitation package when it is posted. All prospective bidders are highly encouraged to attend. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service-Disabled, Veteran-Owned, Small-Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) and Vets 100 at http://www.dol.gov/vets/vets-100.html Interested bidders must register at the Beta SAM.gov website for the solicitation. In order to receive e-mail notification of amendments, you must register at https://beta.sam.gov/search?index=opp. Amendments to this solicitation will not be mailed but will be posted at the website. Offerors are responsible for obtaining solicitation from Contract Opportunities and acknowledging all amendments to this solicitation. All requests for information are to be submitted electronically to the Contracting Officer at mark.graveline@va.gov. Subject line of e-mail should read: 36C786-20-B-0015 Miramar National Cemetery Expansion. No telephone inquiries will be accepted. Per VAAR 836.204, the project magnitude range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238990 and the Small Business Size Standard of $16.5 million applies. The estimated period of performance is 365 calendar days after receiving the Notice to Proceed.
