- 1.� THIS IS A PRESOLICITATION NOTICE ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL. �NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2.� CONTRACTOR LICENSING REQUIREMENTS:� Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan.� Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government.� Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.� STATUS OF FORCES AGREEMENT:� The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as �Members of the Civilian Component� under Article I(b) of the SOFA.� 3.� This procurement will be issued using Sealed Bidding procedure with the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) construction contract for the project entitled �IDIQ EXTERIOR PAINTING CONTRACT FOR VARIOUS AREAS.�� Projects include exterior painting work at the U. S. Fleet Activities Yokosuka, Ikego Housing Area, Azuma Storage Area (Hakozaki), Urago Storage Area, Nagai ULM4, Yokohama North Dock, Yokohama Cold Storage, Tsurumi POL Depot, New Sanno, U. S. Forces Center, and U.S. Embassy, Tokyo, Japan.� 4.� The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, engineering, and transportation, except otherwise specified herein, necessary to perform Task Order requirements under the contract. 5.� The Government intends to award a single IDIQ contract. �The contract term will be a five-year ordering period and a minimum guarantee of JPY1,000,000.�� 6.� Task Order Limitation:� The minimum order is in an amount of less than JPY1,000,000, and maximum order is JPY400,000,000. 7.� Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only factors. 8.� Interested offerors can view and/or download the solicitation from BetaSam Online at website https://beta.sam.gov/ when it becomes available on or about 01 June 2020. Hard copies will not be provided. �It is the contractor�s responsibility to check the websites daily for any amendments to this solicitation.� All interested offerors shall register at the website https://beta.sam.gov/. Contractors must be registered in the System for Award Management (SAM) prior to the closing date for receipt of proposals. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed via https://www.acquisition.gov or by calling 866-606-8220, or 334-206-7828 for international calls.
