- Description
- Marine Corps Systems Command (MARCORSYSCOM), Portfolio Manager Logistic Combat Element Systems (PfM-LCES), Program Manager Engineer Systems (PM ES) intends to acquire, via full and open competition, the design, engineering development, fabrication, developmental testing, production, and deployment of Mobile Electric Hybrid Power Sources (MEHPS). MEHPS program goals are to develop and field a hybrid power system consisting of a stand-alone internal combustion engine generator, high-energy battery storage, system controller, and a solar-photovoltaic (PV) array.� The system shall be tailored and employed as a generator only, generator with battery, electronic controller, or generator with battery, electronic controller, and PV collectors. � The performance specification requires that the generator operate only with the Advanced Digital Control System (ADCS). The Government anticipates an award in February 2021, with an ordering period of five years, plus an optional 3 year ordering period. �The applicable NAICs code is 221118, Other Electric Power Generation. The small business size standard for this NAICS is 250 employees. The FSC Code is 6150 �Miscellaneous electric power and distribution equipment�. It is the intent of the Government to process this procurement under FAR 15, Contracting by Negotiation, and to ultimately award a single, Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract as a result of the forthcoming solicitation. Offerors will be required to submit non-price (technical) and price proposals. The Government anticipates that the resultant contract will be awarded on a best value basis where the non-price (technical) volume will be considered more important than the price volume. The Government will not pay for the information received. All responsible sources may submit a proposal, which will be considered by the Government. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor also acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal.
