Description
The Naval Air Warfare Center - Training Systems Division (NAWCTSD) Orlando, FL intends to sole source support production, fabrication, installation, integration, verification, authentication, documentation and delivery of the following CH-53K Flight Training Devices to MCAS New River, Jacksonville, NC: 2F243-2 CH-53K Containerized Flight Training Device (CFTD) #2 based on CH-53K aircraft Low Rate Initial Production (LRIP) lot 3 configuration, Qty 1 2F243-3 CH-53K CFTD #3 based on LRIP lot 3 configuration, Qty 1 (Option)� 2F249-1 CH-53K FTD #1 based on LRIP log 3 configuration, Qty 1 (Option) The Government intends to procure the above training devices for the United States Marine Corps CH-53K Heavy Lift program under an existing Basic Ordering Agreement (N00019-19-G-0029) Sikorsky Aircraft Corporation (SAC), a Lockheed Martin Company, Stratford, CT (Cage: 78286). The Government is seeking information on the availability of potential comparable sources to provide the above listed training devices. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. NAWCTSD intends to award this under the authority of Federal Acquisition Regulation (FAR) 6.302-1, ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"".� The Government awarded SAC the Systems Development and Demonstration (SDD) contract in 2006. Additionally, the Government awarded SAC a modification to the SDD contract for four System Demonstration Test Article (SDTA) aircrafts in 2013. �As such, SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system since its inception.� SAC was also the Original Equipment Manufacturer (OEM) of the legacy H-53 fleet. SAC is the only source qualified to provide these training devices. SAC owns the drawings and technical data, as well as possesses the technical skills and equipment used for training system development.
