1. Sources Sought Notice (SSN) Number:� W81XWH-20-SSN-TD4-01 2. SSN Issue Date:� 14 May 2020 3. SSN Title:� Portable Brain Hematoma Detector 4. Agency:� United States Army Medical Research and Development Command (USAMRDC), Fort Detrick, MD 5.� Office:� United States Army Medical Materiel Development Activity (USAMMDA), Warfighter Brain Health Project Management Office (WBH PMO), Fort Detrick, MD 6. Contracting Office:� United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD 7. Subject:� The WBH PMO of the USAMMDA is conducting market research to identify vendors with the capability to meet Government requirements for a U.S. Food and Drug Administration (FDA) market authorized portable brain screening device for the detection of subdural, epidural and intracerebral hematomas.� This market research may also assist with the further development and/or refinement of the requirements. 8. North American Industry Classification System (NAICS) Code:� The NAICS code for this project is 541715 -- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees. 9. Disclaimer:� The Government intends to utilize the authority cited at 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to issue a sole source award.� In accordance with Defense Federal Acquisition Regulation and Procedures, Guidance, and Information (DFARS PGI) 206.302-1, since the Government is utilizing the authority at FAR 6.302-1, a Sources Sought Notice shall be posted.� The intent of this SSN is to solicit capabilities statements from as many potential sources as is practicable.� This SSN is for information and planning purposes only, at this time, and shall not be construed as a solicitation or as an obligation on the part of the Government.� This SSN is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach.� This notice is for information and planning purposes only and is not to be construed as a commitment by the Government.� Neither unsolicited proposals nor any other kind of offers will be considered in response to this SSN.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.� In keeping with the standards of FAR Part 10, the Government may request additional information from responders.� Responders are solely responsible for all expenses associated with responding to this SSN or any follow-up information requests.� The Government will not pay for solicited information.� All information received in response to this SSN or any follow-up information request that is marked �Proprietary�, or includes any other confidentiality marking, will be handled accordingly.� Responses to the SSN will not be returned.� At this time no solicitation has been released; therefore, please do not request a copy of the solicitation.� Additionally, questions concerning the composition and requirements for a future request for proposal will not be entertained.� NO PHONE CALLS PLEASE. 10. Description:� The WBH PMO of the USAMMDA has a requirement to develop a FDA-cleared portable brain screening device for the detection of subdural, epidural and intracerebral hematomas.� This device will have the ability to identify intracranial hematomas and inform medical decisions related to treatment far forward in a deployed environment.� This capability will increase the ability to measure and monitor physiological parameters relevant to moderate-severe Traumatic Brain Injury (TBI) in a far forward environment and in Prolonged Field Care scenarios.� Ideally, the device will be designed so it is ruggedized and has a small footprint for use as far forward as Role of Care (RoC) 1 (see Appendix A for descriptions of Roles of Care). 11. Submission Instructions:� Entities interested in submitting a response must furnish a capabilities statement and list of references or past experience that demonstrates their portable brain screen device�s ability to detect subdural, epidural and intracerebral hematomas.� All information regarding capabilities statements or any other proprietary information relative to this SSN shall be marked appropriately.� Submission should include the following information: ��Capabilities statement; ��List of references and past experience similar to the Government�s requirement; ��Contact information. 12. Response Due Date: Interested parties should submit their SSN response electronically by 5:00 PM ET on 29 May 2020 via e-mail to Toloria DuVall at toloria.s.duvall.civ@mail.mil and Michael Hasty at michael.l.hasty.civ@mail.mil. 13. Additional Instructions to Responders: 13.1. The Government appreciates responses from all capable and qualified sources. 13.2. The Government welcomes input and will accept questions pertaining to this SSN; however, the Government reserves the right to answer or not to answer all questions received.� Questions pertaining to this SSN are due by 5:00 PM ET on 19 May 2020.� Only one set of questions per vendor will be accepted.� Telephone requests will not be entertained.� Answers to the questions will be provided by 5:00 PM ET on 22 May 2020 and posted as an attachment as part of an amendment to this notice. 13.3. Interested firms should submit a response that demonstrates the Offeror�s ability to perform the scope of work identified in this SSN.� The submission shall not exceed 20 typed pages; additional sheets for cover page, table of contents, tables and charts will not be counted towards the 20-page limit. 13.4.1.
