- Description
- The National Institute of Standards & Technology (NIST) seeks information on vendors that can provide Physicist Time Scale Support Services for the Time Scale, Primary Frequency Standards, and Two-Way and GPS Time Transfers. Unique services: Must be a Physicist with a PhD in Physics and have extensive experience with the complexity of the NIST Time Scale as identified in the Draft Performance Work Statement (PWS). The tasks for services include complex and highly specialized scientific activities related to the operation of precision atomic timescales comprising ensembles of high-performance atomic clocks (hydrogen masers) and a complex measurement system. These unique timescales are used to provide official US time and official international time (UTC). This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is available currently. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the services stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541690. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that can provide the services identified. Interested business organizations that believe they can meet the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to six (6) single sided pages/three (3) double-sided or less. Responses should include the following information: 1. Name of company that will provide services. 2.� Past performance, relevant experience, and details on how to meet the services. 3. Typical period of performance for these services after receipt of award. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum services and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than date and time specified in this synopsis. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
