Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. Proposed Project: The Bureau of Reclamation (Reclamation), Lower Colorado Region has a need for bathymetric and bed sediment data collection of the Colorado River between Hoover Dam south to the Southerly International Border with Mexico (approximately 34.2 river miles) Full coverage bathymetric survey data will consist of the full bank to bank bathymetry of the river bottom an reservoirs within the project extent. Bed sediment samples will be collected and tested to determine particle size distribution. Bathymetric Data Collection a. Project Extent i. The project extent consists of the bank to bank channel (or baseflow stream width), below the ordinary baseflow water elevation, of the Colorado River downstream of Hoover Dam to the southerly international border with Mexico. The river corridor consists of approximately 342.2 miles of river channel measured along the channel centerline, including several major reservoirs. ii. The ordinary baseflow water elevation is defined as the water level elevation under ordinary baseflow conditions; evidenced by the limit of terrestrial vegetation, eroded bank, or a break in bank sediment. iii. The project area includes reservoirs upstream of dams along the river and all sections of the river channel accessible directly by boat. Side channels and backwaters cut off from the main river channel by training structures, levees, culverts, or other infrastructure are excluded from the project extent. Areas downstream of Morelos Dam, adjacent to the Mexican border, shallower than 1.5-ft shall be excluded from bathymetric data collection. b. Specifications i. General 1. Bathymetric data collection activities shall follow the procedures and requirements of US Army Corps of Engineers, Engineering and Design, Hydrographic Surveying manual EM 1110-2-1003; and as further defined herein. ii. Accuracy Standards 1. Total Propagated Uncertainty (TPU): �0.5 ft RMS (95%) 2. Depth accuracy and vertical accuracy shall be �0.20 ft. 3. Repeatability shall be �0.10 ft. 4. Typical Standard Deviation shall be �0.25 ft at 95%. c. Special Requirements i. Provide documentation detailing date, time, river stage, river flow, climatic, and other pertinent conditions for each data gathering activity. The acquired data shall be presented on the mapping and or metadata supplied to the Reclamation as applicable. Bed Sediment Data Collection and Testing a. Collection i. Channel bed sediment samples shall be collected at every fifth USBR River Mile (R.M.), beginning at R.M.-1.0 (6.0, 11.0, 16.0, 21.0..) and continuing to the northerly extent of the project area (ending at R.M.-341). ii. At each R.M. to be sampled, three samples are to be collected from the top three inches (3"") of the streambed. One sample each shall be collected from the left (when looking downstream) 1/3 of the channel, the middle 1/3 of the channel, and the right 1/3 of the channel. iii. The deepest portion/lowest elevation of the channel cross section shall be represented by one of the three samples taken at a specific R.M. This sample along the thalweg of the river shall be noted with a special designation in the naming convention selected. iv. Sample sizes shall be sufficient to conduct the testing required. v. The collection method shall ensure that fine sediments are not lost (or washed out) during the collection procedure. vi. In addition to the samples collected at every fifth R.M., samples are to be collected at locations adjacent to significant dams along the Colorado River. Additional sample collection adjacent to dams and subsequent testing shall be conducted at: 1. R.M.-18, R.M.-19, R.M.-20, R.M.-22, R.M.-23, R.M.-24, R.M.-25, R.M.-27, R.M.-42, R.M.-43, R.M.-44, R.M.-45, R.M.-47, R.M.-48, R.M.-49, R.M.-50, R.M.-52, R.M.-53, R.M.-54, R.M.-129, R.M.-130, R.M.-132, R.M.-133, R.M.-134, R.M.-135, R.M.-137, R.M.-138, R.M.-177, R.M.-178, R.M.-179, R.M.-184, R.M.-188, R.M.-190, R.M.-192, R.M.-194, R.M.-198, R.M.-214, R.M.-269, R.M.-273, R.M.-275, R.M.-277, R.M.-279, R.M.-283, R.M.-329, R.M.-333, and R.M.-339. vii. Horizontal locations (Northing, Easting) of all collected samples shall be recorded. viii. A total of approximately 339 samples (at 113 river mile locations) are to be collected for testing. ix. See Fig. No. 2 for the bed sediment sample locations (SHP and KMZ files of the bed sediment sample locations are included). b.Storage and Shipping i. Special care shall be taken not to contaminate samples. ii. Samples shall be labeled and custody sealed during storage or shipment. iii. Samples shall have a R.M. identifier, left/middle/right/thalweg identifier, and each shall have a unique name used in any tables or files produced. d. Testing i. The following laboratory tests shall be conducted on each of the collected samples (sample location) as applicable: 1. ASTM D5519 Particle Size Analysis of Natural and Man-Made Riprap Materials a. 36"" to 3"" b. Less than 10% of samples are assumed to have any sediment exceeding 3� diameter based upon previous sampling. 2. ASTM D6913 Particle Size Distribution (Gradation) of Soils a. 3"" to #200 3. ASTM D7928 Fine Grained Particle Distribution Hydrometer Analysis a. #200 to 0.001 mm The applicable North American Industry Classification System (NAICS) Code 5413710, Surveying and Mapping (except Geophysical) Services with a corresponding small business size standard of $16.5M. Interested firms must submit the following information: 1. Name and address of Firm 2. Phone number 3. Email Address 4. DUNS Number 5. Size status/SBA certifications (Small business, Women Owned Small Business, HUBZone, Service-Disabled Veteran Owned Small Business, other) 6. Capability Statement (not to exceed 10 pages). A brief summary of capabilities to include demonstration of the firm's previous experience as a prime or subcontractor performing this type of service in the southwestern US. Previous procurements performed of similar size and complexity to include references with point of contact information. Firm shall provide the project title, location, and detailed description of the efforts and how it was similar, the project dollar value, contract award number, completion date, and the customer name, phone number and email address. In addition, you should include information on the key personnel who will work on this project and information regarding their qualifications.
