Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Norfolk, VA on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) is conducting market research to determine potential sources to provide Observer Safety Training Services. The North American Industrial Classification System (NAICS) code is 541990 All Other Professional, Scientific and Technical Services. The size standard for this NAICS codes is $16.5 million.� This is a requirement to conduct observer safety training for the Northeast and Mid-Atlantic Fisheries.� The Contractor shall conduct approximately 10-15 (ten to fifteen) trainings per year, comprised of Safety I, II, and III.� Safety I and Safety II shall be, at a minimum, two (2) day trainings (18 and 16 hours total respectively).� Safety III shall be at a minimum, one (1) day training, nine (9) total hours. Class size will range from six (6) to 24 students.� Safety I will be scheduled approximately every (1) one to (3) three months.� Safety II and Safety III will be scheduled approximately every three (3) to four (4) four months. A draft Performance Work Statement (PWS) is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (1) General Information: Provide the company name and address, Unique Entity Identifier, i.e., DUNS number, type of business under NAICS code 541990 (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM), and company point of contact including name, phone number, and e-mail address. (2) Capabilities: In six (6) typed pages or less, demonstrate how your firm has the capabilities to meet the following requirements: Vendor must be capable of bringing the training to sites in various states�within the Northeast and Mid-Atlantic. Marine Safety Instructors must�have completed an USCG accepted training per�46 CFR 28.275, and be current with certifications. Vendor must be capable of providing all course material, equipment, and facilities. Trainers must be CPR/First Aid/AED certified, and up to date with certification from an accredited institution. (3) Documentation Comments: In order to facilitate the exchange of information with industry, provide any comments, questions, or suggestions that pertain to the draft PWS included with this notice.� Firms are welcome to identify any areas that appear ambiguous or otherwise unclear. Interested sources are invited to submit an electronic copy of their Capability Statement to Roberta Smith, Contract Specialist, via e-mail at Roberta.H.Smith@noaa.gov no later than 12:00 PM, EST on May 25, 2020. Capability Statements and Documentation Comments must be submitted in writing; telephonic inquiries will not receive a response. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.��
