Description
�������������� This is a Sources Sought Synopsis only. This notice is not a solicitation and there will not be a Request for Proposal (RFP) issued at this time. This notice is a market research tool to determine the availability of qualified sources. The Kansas City, District Corps of Engineers is seeking qualified Small Business (SB) that primarily perform work under the NAICS classification 237990-�Other Heavy and Civil Engineering Construction�. The applicable size standard is $36.5M. Work will be in the county of Riley, KS. The period of performance will be approximately 1,095 Calendar days to complete requirement with a magnitude between $10,000,000.00 and $25,000,000.00. Description of Construction Requirement: The Manhattan, KS Flood Protection Project (MKFPP) is located along the left descending bank of the Kansas River and Wildcat Creek and along the right bank of the Big Blue River. Both Wildcat Creek and the Big Blue River are tributaries of the Kansas River. The Corps of Engineers designed and constructed the existing MKFPP in coordination with the design and construction of Tuttle Creek Dam, located approximately six miles north of Manhattan, KS. Tuttle Creek Dam controls the majority of flows along the Big Blue River. The reservoir was originally authorized by the Flood Control Act of 1938 and is operated for multiple purposes including Flood Risk Management. The Manhattan, KS FRM levee raise will extend from station 270+00, the intersection of Casement and Hayes Drive, to station 131+00 just downstream of the Kansas Highway 18 Bridge. A smaller magnitude levee raise, less than 1 foot, is also necessary along the upper reach of the Kansas River between stations 8+00 and 75+00. Underseepage improvements (relief wells and berms) will be constructed along the system from station 270+00 to station 60+00. Underseepage between approximate stations 40+00 and 60+00 will be controlled with the combination of a ponding area and relief wells. The FRM project will include replacing or modifying approximately 6 gatewells throughout the system, as well as the construction of a new gatewell near station 140+00. Additionally, the FRM project will include construction of a stop- log closure structure, near the Union Pacific Railroad (UPRR) crossing at station 194+00 and a sand bag closure near station 270+00 (intersection of Hayes and Casement). Responses: This sources sought notice will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website commonly known as h ttps://beta.sam.gov/ . No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. Project Location (Geographical Area) Manhattan, Kansas Submission Requirements: Offeror's name, address, point of contact, phone number, and e-mail address. Firm's DUNS number and Cage Code number. Offeror�s interest in providing a proposal if a solicitation is issued. Offeror's capability to perform a contract of this magnitude and complexity. Offeror's type of business and business size. Offeror's Joint Venture information, existing and potential, if applicable. 7.Offeror's Bonding Capability: Bonding Surety Letter. Offer must provide a letter or other documentation from a surety appearing on the Department of Treasury Circular 570 (list of approved sureties) stating that the Offeror is able to provide a bid bond and obtain Performance and Payment Bonds for a minimum of $18 million. 8. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. 9. Do you have experience constructing relief wells? Please provide 2-3 projects where you constructed relief wells in the last 5 years. 10. �Do you have experience in earthwork? Please provide 2-3 projects where you have done earth work in the last 5 years. 11. Do you have experience in placing large concrete structures? Please provide 2-3 projects where you have constructed large concrete structures in the last 5 years. 12. Do you have experience with deep excavations (over 20 feet in depth), including shored or braced excavations? Please provide 2-3 projects where you have completed excavations over 20 feet in depth in the last 5 years. ���� 13. Limit your responses to 15 pages reference above �Sources �Sought� and project title in the subject block of your email. Summary: This Sources Sought Notice is to assist the U.S Army Corps of Engineers with market research. If a solicitation is issued, it will be announced/posted on the Federal Business Opportunities (FBO) website with sufficient time for all interested parties to respond accordingly. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from small business, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a sources sought announcement, no debrief, evaluation letters, or results will be provided to the participants. (END OF SOURCES SOUGHT)
