Page 1 of 2 The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The VA Pittsburgh Healthcare System, HJ Heinz Campus, Pittsburgh, PA has a future Brand Name Only requirement for the following items of ammunition: Pistol Ammunition Approved for the VA Police Service Training ammunition should be 124 grain (gr). Full Metal Jacketed Ball. This weight and type of ammunition will best reproduce the feel of firing duty ammunition. Training ammunition must be either Remington, Federal or Speer. No other brands/items will be acceptable. Duty ammunition must be one of the following: Remington Arms Golden Saber, 124 gr Brass Jacketed Hollow Point; Speer LE Gold Dot 124 grain (Product # 53618) or Federal Premium HST 124 grain (Product # P9HST1). No other brands/items will be acceptable. Long Gun Duty Ammunition Approved for the VA Police Service Training ammunition should be .55 gr .223/5.56mm. This weight and type of ammunition will best reproduce the feel of firing duty ammunition. Training ammunition must be either Remington, Federal or Speer. No other brands/items will be acceptable. Duty Ammunition must be Speer Gold Dot SP 62 grain .223/5.56mm. This is the approved VA Police duty ammunition for the long gun. No other brands/items will be acceptable. All VA Police service pistols are chambered for the 9mm Luger (9 x19) cartridge and long guns are chambered for the .223/5.56 cartridge. A cartridge, commonly referred to as a round , consists of a projectile (bullet), propellant ( gunpowder ), a primer (when struck ignites the powder), the rim (which the firearm uses to manipulate the round), and the case (which holds it all together). All ammunition must meet Sporting Arms and Ammunition Manufacturers Institute specifications. The Government is seeking to potentially establish a base and option year contract. Any actual requirements would then be obligated via individual delivery order. Each delivery order would establish quarterly delivery requirements. Delivery is required to the following: Department of Veterans Affairs Lebanon VA Medical Center 1701 South Lincoln Avenue Lebanon, PA 17042 ALL INTERESTED PARTIES MUST ALSO HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE. Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database.
