Description
The purpose of this sources sought notice is to conduct market research to identify potential sources to meet the requirements below for Sports Field Lighting and Control Systems. Potential sources are encouraged to provide the Contracting Officer with a capabilities statement describing how they can effectively and efficiently�meet the performance and energy requirements of the system described. Capabilities statements are limited to five (5) pages. Please submit capabilities statements on or before the closing date and time of this notice. The United States Naval Academy requires LED sports field lighting and integrated controls replacement at three (3) outdoor sports fields.� Six (6) separate zones of control are required.� In total, 420-450 high-output LED fixtures are to be replaced on 50 existing, 80 foot lighting poles. Note that the 50 existing poles are to remain. Five of the control zones shall be illuminated to 50 Foot-candles.� The additional zone (roughly 20% of the project area) shall be illuminated to 100 Foot-candles. System requirements include: System compatibility with existing 208V or 460V three-phase four-wire electrical distribution system (+/- 10%). Weatherproof UL listed high-output sports stadium lighting fixture assemblies.� Pole mounted weatherproof lighting control cabinets with integrated fuse and surge protection at no greater than a 10-foot mounting height to allow for accessibility via a ladder (no lift required). Integrated networked control accessible by both the USNA and a centralized call center staffed 24x7x365. Proactive luminary monitoring and automated service response for �lights out� and other detected system deficiencies. Maximum to minimum lighting uniformity ration 2.0:1.0. Minimum color temperature of 5700K and CRI of 75. The sports fields are located within the Historic District of Annapolis; Environment requirements call for all luminaires to utilize spill light and glare control devices including, but not limited to, internal shields, louvers and external shields. No symmetrical beam patterns are accepted.� Spill values a 150� from field�s edges and at a height of 3� shall not exceed the following values: Vertical Foot-candles 1.0fc Horizontal Foot-candles .25fc Candela 100,000 Luminaries and cross arms designed and constructed as complete assemblies. Galvanized cross arms. All luminaires, visors, and cross-arm assemblies to withstand 150 mph winds and maintain luminaire-aiming alignment. Guaranteed light levels for ten years. Ten-year warranty including all required maintenance, parts, labor, equipment rental, and shipping.� Any required cellular or other network communication costs or software upgrades and support included for ten years. Instant on/off capability and four-stage dimming (off-low-medium-high). Delivery timing of no more than 4-6 weeks of contract award.
