NOTICE: This is not a solicitation but rather a Request for Information (RFI).� The USAF solicits responses to this RFI, as defined in FAR 15.201(e), to obtain technical information, price, delivery, and other market information or capabilities for planning purposes for the Unmanned Threat Emitter (UMTE) and Band Sim programs. This is neither a request for proposal nor an invitation for bid.� There will be no reimbursement for the information provided.� All information submitted in response to this announcement is voluntary and no information will be returned.� This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� Any information obtained will be considered market research and may be used as a general concept, however any specific information will be treated as proprietary information, if so marked. The purpose of this RFI is to conduct market research to determine if responsible sources exist and obtain approximate cost for this project.� The Government requests that interested parties respond to this notice.� The information provided will be used to determine the best strategy for this procurement. The Government will not provide reimbursement for the information provided. 2. PROGRAM DETAILS: 2.1 The Range Threat System Program Office (SPO) is considering issuing a task order to capture video and audio of critical depot repair processes on UMTE and Band Sim systems.� The Range Threat SPO anticipates a Firm Fixed Price (FFP) effort.� The Government estimated timeframe for the knowledge capture activities are 3 days for the UMTE - Replacement of Elevation Motor in UMTE pedestal without removal of elevation housing; and 7 days for the Band-Sim - Replacement of OEM drive Motors and controllers with new Potomac Motor and Servo Controller. 2.2 DoD Operational readiness for combat and support ground based vehicles and equipment requires digital inspection and repair operations so that the Government can be assured that maintainers for generations have knowledge captured and available for training purposes.� Currently, knowledge is held by a few very senior technicians for some critical depot repair processes on aging systems and is not currently or adequately documented in existing repair technical data.� To remedy this deficiency, the Government seeks video and audio capture of the senior technician(s) walking and talking through the repair process on a specific critical component is required. The critical component is dependent on the systems to be examined, detailed below. Additionally, the captured knowledge will be converted to written AF technical data, as well as an audio and video training guide for new technicians. 2.3 For UMTE, the Elevation Motor Installation shall be video and audio recorded to capture from start to finish all steps required for process.� The estimated timeframe (work days/hours) to walk and talk through of the disassembly/reassembly, including any trouble shooting and testing, for the replacement of elevation motor in UMTE pedestal without removal of elevation housing is 3 days. 2.4 For Band Sim, the Installation of the New Replacement Potomac Motors shall be video and audio recorded to capture from start to finish all steps required for process.� The estimated timeframe (work days/hours) to walk and talk through of the disassembly/reassembly, including any trouble shooting and testing, for the replacement of OEM drive motors and controllers with new Potomac Motor and Servo Controller is 7 days. 3. INDUSTRY RESPONSE: All information submitted shall be Unclassified. �Information submitted containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. Information submitted will be retained at AFLCMC/HBZCA and will not be returned.� The Government requests the information be submitted in electronic format to Wendy Farley no later than 27 April 2020.� 3.1 The Government requests interested parties provide the following information: Company Name and Commercial and Government Entity (CAGE) code. Name, phone number, and email address for a point of contact(s). A rough order of magnitude (ROM) addressing the following for UMTE and Band Sim separately: The estimated timeframe (work days/hours) to walk through, talk through of the disassembly/reassembly, to include any trouble shooting and testing, for each of the tasks.� Should address converting that to written AF technical data, as well as providing an audio and video training guide for new technicians.� Responses should include potential risks to cost, schedule, or performance. Discuss any specific concerns you may have with our requirement.
