Description
WBT Hosting:� Provide management of current and future e-learning functions accessible using standard web browser, with security to be upgraded to Hyper Text Transfer Protocol Secure (HTTPS) using Transport Layer Security (TLS). Compliance:� Meet full DHS FEMA National Training and Education Division compliance with registration, testing and record keeping including uploads to the Registration and Evaluation System. Commercial:� Must be a commercially available COTS solution Security:� Be FedRAMP-moderate and 508 compliant Security:� Meet or exceed all DHS and DOE security requirements<-- elaborate on this Security:� Ability to partition access folders that are available to limited persons. For example, it would be an asset to have a partition for our FEMA Program Manager where he can�upon signing into the LMS�access the private folder and download documents in that folder onto his own computer. Registration:� Allow for batch-up loading from other systems of student registration and course completion data Registration:� Record student failure reasons, early departure reasons Student Management:� Hold a complete and detailed transcript for each student, including training, certifications, class registrations, test scores, FEMA Student ID number, and other FEMA requirements. Instructor Management:� Able to specifically track Instructor training data and utilize this data to automate complex workflow, resource and instructor scheduling, registration and other functions requiring information specific to the public safety and first responder environment. Instructor Management:� Manage individual instructor availability and report on both standard and detailed instructor �no shows� absence reporting. Instructor Management:� Utilize certification data to pre-qualify instructors for teaching assignments (full time, contract and part-time) and detail instructor positions. Use this data for automated instructor assignments Instructor Management:� Track instructor certification expirations and manage the recertification process. Manage and track grace periods where applicable Scheduling:� Able to automate scheduling of multi-week training programs, and to manage student housing and dorm capacity planning. By fully integrating housing and registration, the system will be able to track utilization metrics in real time. Scheduling:� Automate planning, scheduling and optimization of classes, instructors, resources, facilities, training and property inventory Scheduling:� Dynamic Course scheduling to allow �time of day� and �type of day� for shiftwork training Testing: Provide for online testing, pre, post and retake, of classroom instruction. It is critical that both online and offline are available options for the same test.�� Provide a mobile application to track scores for observed testing Must include an integrated question item bank and complex test builder for written tests that supports delivery and recordation across paper, existing scantron (OMR) and electronic online testing Manage retake/remediation rules across all test types (written, online, practical exercises etc.) and incorporate rules into grading scales Provide assessment functionality, which allows for development of multi-level test banks by course, module, or objectives, and use of multimedia in assessments. Document Management:� Link lesson plan documents and instructional materials to individual training activities Content Flexibility:� Provide support for use of third-party authoring tools and the upload of training materials in multiple formats such as PDF, PowerPoint, Word, Excel, etc. Content Flexibility:� Automate the use of Level 1, 2 and 3 course evaluations. Scalability:� Provide selectable modular training functions which are integrated with student registration, class tracking, resource management, detailed instructor management, certification management and other functions in order to optimize the use of constrained resources Scalability:� User based and function based pricing to enhance value Reporting:� Record performance from drill and job performance requirements, and utilize this data to perform complex course completion processing.� Reporting:� Create and maintain legally defensible training record for all students, tracking classroom and online training. Reporting:� Provide reporting capabilities to automatically export to MS Excel or Access. Reporting:� Provide a means to generate certificate templates including printing properties within the solution and automatically attach certifications to student records Reporting:� Produce transcripts and certificates based on individual scores achieved across numerous facets of training. Reporting:� Capable of capturing field training data without compromising the security of personally identifiable information (PII) Reporting:� Provide data at a detailed level sufficient for current and future data calls to support policy decisions and monitor training performance. Reporting:� Fully customizable dash boards to identify trends and operational status related to SOW Allow for updates, and customization to meet the unique business rules, reporting requirements, and terminology of CTOS. Scalable � Provide various modules that can be configured to meet CTOS� needs without having to purchase unnecessary functionality. An example is the availability of an Inventory system that can be tied to scheduling and budget. Integrated Solution � A system that can be configured to export to or link to other software such as ArcGIS to leverage existing investments and tailor a cost-effective, customer-specific solution. On-Site Visits: Be able to perform on-site evaluation of training needs and provide on-site training of the LMS to CONTRACTOR CTOS organization employees.
