RFP #N4008520R1202, ENVIRONMENTAL SAMPLING SERVICES AT NAVAL SUPPORT ACTIVITY (NSA), CRANE AND GLENDORA TEST FACILITY, SULLIVAN, INDIANA �This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITES: https://beta.sam.gov. The official plan holders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR�S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Nicole Napier-Kurdelski via e-mail at nicole.napierkurdel@navy.mil. Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT), Public Works Department (PWD) Crane, Indiana intent to utilize the contract resulting from this solicitation to accomplish Environmental Sampling Services. The resulting contract will be an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract with non-recurring work requirements for Sampling services related to asbestos, lead, PCBs, and additional other services as needed including a Private Qualified Person (PQP). Sampling will take place at various buildings at Naval Support Activity (NSA Crane), Crane, Indiana and Glendora Testing Facility, Sullivan, Indiana. The contractor shall provide all labor, equipment, tools, supplies, transportation, supervision, quality control, and management necessary to perform all work requirements for environmental sampling to meet required standards. Asbestos inspections must be done by Asbestos Hazard Emergency Response Act (AHERA) trained and certified technicians licensed in the State of Indiana. The North American Industry Classification System (NAICS) 541380, Testing Laboratories. The Small Business Size Standard is $15,000,000.00. The contract will be competitively awarded using Low Price-Technically Acceptable selection procedures, which will consist of the submission of price and technical proposals. Technical evaluation factors are included in the solicitation package and may include but are not limited to past performance, experience, and safety. The contract will have a one-time guaranteed minimum of $2,500.00 and a contract maximum of $5,000,000.00, The contract term will be a 12-month base period and four (4) 12-month option periods, not to exceed sixty (60) months. The options may be exercised within the period specified in the resultant contract at the sole discretion of the Government. There is no procurement history. This is a first time procurement. A sources sought notice (N4008519R7710) for this procurement was posted on 07 August 2019 on FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to issue this solicitation as a 100% small business set-aside. The NAVFAC Mid-Atlantic small business office concurs with this decision. Approximate release date of the solicitation is 15 April 2020 with proposals due no earlier than 30 calendar days after the actual release date. The solicitation once issued will be available for download free of charge via the Internet at: www.beta.SAM.gov. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet: http://www.sam.gov. Registration in SAM is free.
