Description
The�DFC�has a requirement for�a�Personal Services Contractor (PSC) for�one�(1) FTE�Senior Technical Writer�managing the most complex, sensitive, or precedent-setting information technology (IT) projects. The PSC will participate in activities at any point in the system development life cycle (SDLC) to include statements of work (SOW), requests for proposals (RFP), business case analysis and documenting systems analysis/requirements definition design, development, integration, testing, acceptance/deployment, sustainment/maintenance, and evaluation documentation. The PSC is responsible for working closely with the OIT Subject Matter Experts (SMEs) and DFC customers to support the creation of technical data and technical communication. The PSC will provide subject matter expertise in the creation of templates and organization communication standards be able to describe complex and technical topics in a clear, concise, and accurate manner. The PSC will lead review of documentation as required and will perform other duties as assigned by the CIO and Deputy CIO.��� This solicitation is only open to individual applicants.�The PSC shall be a sole proprietor�who will have an employee-employer relationship with the DFC.� The level of effort and responsibility is generally equivalent to a GS-14, Step�3�through GS-15, Step�3.� The Government intends to offer�one�firm fixed price�contract�to the�individual�whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).� The anticipated period of performance is�1�August�2020 to�31 July�2021 with four (4) one-year option periods which will be exercised at the Government�s need or discretion.�� Basis for contract�quote�award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13,�Simplified Acquisition Procedures.�� Applications�and quotes will be evaluated using the factors identified in the RFQ. Noncompliance may be grounds to eliminate the�quote�from consideration for contract award. See attached RFQ for qualifications, evaluation criteria, Performance Work Statement and application submission instructions.
