Description
Naval Surface Warfare Center, Indian Head EOD Technology Division (NSWC IHEODTD) has a requirement for the manufacture, assembly, test, and delivery of 57mm Target Practice (TP) Cartridges. The 57mm TP Cartridge is currently used in conjunction with the MK 110 57mm Gun Mount. The TP Cartridge consists of an inert projectile, a brass cartridge case, a primer, and Low Vulnerability Ammunition propellant.� The solicitation will be advertised on an unrestricted basis inviting full and open competition after exclusion of sources (In Accordance With Federal Acquisition Regulation (FAR) 6.202).� Government First Article Testing will be required. This solicitation is for non-commercial items/services. Proposals will be requested with the release of this solicitation. All responsible sources may submit a proposal, which shall be considered by the agency. As a result of the solicitation, the Government intends to award up to three (3) Base-plus-Four-Option-Year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) to the responsible Offeror(s) whose proposal represents the Best Value to the Government. The trade-off process will be utilized in accordance with the Qualitative Evaluation Factors and Sub-factors set forth in the solicitation. The contract will require ISO 9001 compliance and a successful pre-award quality/safety survey. The anticipated evaluation factors are as follows: (1) Technical; (2) Past Performance; (3) Price; and (4) Small Business Subcontracting Plan.� The Technical factor includes four Sub-Factors: (1) Production/Manufacturing; (2) Quality Assurance and Testing Capabilities; (3) Program Schedule; and (4) Management. The Government intends to award the contract(s) without holding discussions, but reserves the right to hold discussions at the Government�s discretion if deemed necessary to obtain the best value for the Government. This procurement includes controlled unclassified technical information assigned a restricted distribution statement, which is export, controlled. To receive this unclassified controlled technical information, an Offeror must possess a certification through the United States/Canada Joint Certification Program. To obtain certification for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint Certification Office. Canadian Offerors may submit either a completed DD Form 2345 or DSS-MAS 9379 for certification. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation, which verifies the legitimacy of the company, must accompany all DD Form 2345s. Additional information on the Joint Certification Program and a checklist for completion of the DD Form 2345 is available at the following website: www.dla.mil/HQ/LogisticsOperations/Services/JCP/. Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information to become complete in sufficient time to prepare a proposal before solicitation closing. THE SOLICITATION IS AVAILABLE IN ELECTRONIC FORMAT ONLY. PROPOSALS SHALL ONLY BE SUBMITTED ELECTRONICALLY. Paper copies of the solicitation, amendments, drawings and maps will not be provided. IT IS THE CONTRACTOR�S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS AND OTHER INFORMATION PERTAINING TO THIS SOLICITATION. Once the RFP is posted, all technical/contractual questions and all Proposals must be submitted in writing to: Lawrence.Connell@navy.mil. In the email, please clearly indicate your company name, section and paragraph number of the RFP or specification as applicable.
