Description
This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Rocky Mountain Research Station intends to award a single source firm-fixed price contract, on behalf of the USDA Forest Service, to Axiom IT Solutions for Data Conversion to a SQL/FFI Database project for the Missoula Fire Laboratory located in Missoula, MT.� 1.0�� BACKGROUND:� FEAT/FIREMON Integrated (FFI) is an interagency, field plot-level monitoring software tool designed to assist managers with collection, storage, and analysis of ecological information. FFI is designed as a database-driven framework that organizes sampling protocols, stores field data, and provides analysis tools for fuels and vegetation sampling and monitoring programs. FFI is designed for practitioners with vegetation sampling experience who need a way to organize their sampling data so that it can be readily accessed. Numerous instances of historic data have been saved in Excel spreadsheets. Moving this historic data from Excel to FFI will combine data in a common location and in one structure that can take advantage of the data tools provided n FFI. The data will be used in the adaptive management process, to meet monitoring mandates, comply with Forest Service policy and interagency guidance, and used by resource managers to support the missions of the USDA and Forest Service.������������������ 2.0�� TASKS: The contractor will complete data conversion from datasets in comma delimited format and Excel spreadsheets to SQL databases in the schema used in FEAT-FIREMON Integrated (FFI) and provide the updated FFI databases to the FFI management team. The spreadsheets and FFI databases do not include PII and no data schema changes will be required in the SQL/FFI database. The contractor will work cooperatively with the current FFI management team, USDA and USDI employees, and contractors. The contractor will provide documentation and other requested materials in a final report, and functional database(s) in the requested data schema version, free of data conversion errors. 2.1 Section 508 � Accessibility of Information and Communications Technology (a) This PWS is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workforce Investment Act of 1998 (P.L. 105-220). Specifically, subsection 508(a)(1) requires that when the Federal Government procures Information and Communications Technology (ICT)[1], the ICT must allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities. (b) The ICT accessibility standards as 36 CFR Part 1194 were developed by the Architectural and Transportation Barriers Compliance Board (also known as the Access Board) and apply to contracts, task orders, and indefinite quantity contracts on or after June 25, 2001. (c) Each Information and Communications Technology (ICT) product or service furnished under this contract shall comply with the Information and Communications Technology Accessibility Standards (36 CFR 1194), as specified in the contract, at a minimum. If the Contracting Officer determines any furnished product or service is not in compliance with the contract, the Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within a period of time specified by the Government in writing. If such repair or replacement is not completed within the time specified, the Government shall have the following recourses: Cancellation of the contract, delivery, or task order, purchase or line item without termination liabilities; or In the case of custom Information and Communications Technology (ICT) being developed by a contractor for the Government, the Government shall have the right to have any necessary changes made or repairs performed by itself or by another firm for the non-compliant ICT, with the contractor liable for reimbursement to the Government for any expenses incurred thereby. (d) The contractor must ensure that all ICT products and services that are less than fully compliant with the accessibility standards are provided pursuant to extensive market research and are the most current compliant products or services available to satisfy the contract requirements. (e) For every ICT product or service accepted under this contract by the Government that does not comply with 36 CFR 1194, the contractor shall, at the discretion of the Government, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral, on either a contract specified refresh cycle for the product or service, or on a contract effective option/renewal date, whichever shall occur first. Section 508 Compliance FFI-FEAT/FIREMON Integrated shall comply with the standards, policies, and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence. Section 508 Accessibility Standards 29 U.S.C. 794d (Rehabilitation Act as amended) 36 CFR 1194 (Section 508 standards) http://www.access-board.gov/sec508/508standards.htm (Section 508 standards) FAR 39.2 (Section 508) http://www.ocio.usda.gov/document/departmental-regulation-4030-001 (USDA standards, policies, and procedures for Section 508) In addition, all contract deliverables are subject to these standards. All web content or communications materials produced, regardless of format (text, audio, video, etc.), must conform to the applicable Section 508 standards to allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities. All contractors (including sub-contractors) and consultants responsible for preparing or posting content must comply with the applicable Section 508 accessibility standards and, where applicable, those set forth in the referenced policy or standards document above. Remediation of any materials that do not comply with the applicable provisions of 36 CFR Part 1194 as set forth in the PWS shall be the responsibility of the contractor or consultant. This test must be administered by a Federal Section 508 Testing Center. All maintenance for Information and Communications Technology that requires upgrades, modifications, installations, and purchases will adhere to the Section 508 standards and 36 CFR 1194. WCAG 2.0 Compliance FFI-FEAT/FIREMON Integrated shall comply with the standards, policies, and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence. Custom ICT Development Services When the Contractor provides custom ICT development services pursuant to this contract, the Contractor shall ensure the ICT fully conforms to the applicable Revised 508 Standards prior to delivery and before final acceptance. Installation, Configuration, and Integration Services When the Contractor provides installation, configuration, or integration services for equipment and software pursuant to this contract, the offeror shall not install, configure, or integrate the equipment and software in a way that reduces the level of conformance with the applicable Revised 508 standards. Maintenance, Upgrades, and Replacements The Contractor shall ensure maintenance upgrades, substitutions, and replacements to equipment and software pursuant to this contract do not reduce the original level of conformance with the applicable Revised 508 standards at the time of the contract award. Service Personnel The Contractor shall ensure the personnel providing the labor hours possess the knowledge, skills, and ability necessary to address the applicable Revised 508 standards defined in this contract, and shall provide supporting documentation upon request. Hosting Services When providing hosting services for electronic content provided by the agency, the Contractor shall not implement the hosting services in a manner that reduces the existing level of conformance of the electronic content with applicable Revised 508 standards. Throughout the life of the contract, the agency reserves the right to perform testing on a vendor or contractor�s hosted solution to verify conformance with this requirement. Validation for ICT Items When purchasing ICT where 1) 508 validation is not possible prior to award, 2) when ICT will be changed after the award, or 3) ICT will be hosted in a third-party environment, the Contractor shall test and validate the ICT solution for conformance to the Revised 508 standards, in accordance with the requirement testing methods, as defined by the agency. Throughout the life of the contract, the agency reserves the right to perform testing to verify conformance with this requirement. Documentation The Contractor shall maintain and retain full documentation of the measures taken to ensure compliance with the applicable requirements, including records of any testing or demonstrations conducted. Conformance Reporting Prior to acceptance, the Contractor shall provide an Accessibility Conformance Report (ACR) for each ICT item that is developed, updated, configured for the agency, and when product substitutions are offered. The ACR should be based on the latest version of the Voluntary Product Accessibility Template (VPAT) provided by the Information Technology Industry Council (ITI). To be considered for award, an ACR must be submitted for each ICT item, and must be completed according to the instructions provided by ITI. When the contractor is required to perform testing to validate conformance to the agency�s accessibility requirements, the Contractor shall provide a Supplemental Accessibility Conformance Report (SAR) that contains the following information: Accessibility test results based on the required test methods. Documentation of features provided to help achieve accessibility and usability for people with disabilities. Documentation of core functions that cannot be accessed by persons with disabilities. Documentation on how to configure and install the ICT item to support accessibility. When an ICT item is an authoring tool that generates content (including documents, reports, videos, multimedia productions, web content, etc.)., provide information on how the ICT item enables the creation of accessible electronic content that conforms to the Revised 508 Standards, including the range of accessible user interface elements the tool can create. Before final acceptance, the contractor shall provide a fully working demonstration of the completed ICT Item to demonstrate conformance to the agency's accessibility requirements. The demonstration shall expose where such conformance is and is not achieved. Before acceptance, the agency reserves the right to perform independent testing to validate that the ICT solution provided by the contractor conforms to the applicable Revised 508 standards. Non-Compliance Before final acceptance of any ICT item, including updates and replacements, if the Contractor claims its products or services satisfy the applicable Revised 508 standards specified in the contract vehicle, and the contracting officer determines that any furnished ICT item is not in compliance with such requirements, the contracting officer will promptly inform the Contractor in writing of the non-compliance. The Contractor shall, at no cost to the agency, repair or replace the non-compliant products or services within the period specified by the contracting officer. 3.0�� REQUIREMENTS Perf Stand� # Required Services Performance Standards Acceptable Quality Level (AQL) Monitoring Method PS-1 Contractor staff successfully execute PWS services Contractor personnel have: Intimate knowledge of the FFI and FFI Lite database schemas. Intimate knowledge of the FFI Protocol Manager Intimate knowledge of SQL Server 2012. Intimate knowledge developing and managing SQL scripts to move data from Excel spreadsheets into a SQL database using the FFI data schema. Knowledge of Access databases and ODBC connections. Knowledge of Microsoft Excel. Willingness and desire to work with the FFI management team, National Park Service personnel and contractors to provide a functional, updated database in the requested data schema version, free of data conversion errors. No deviation. COR/Designee review of resume(s) and random observations of personnel abilities. PS-2 Documentation of processes as required in the tasks Documentation is thorough, clear, accurate and free of errors, and completed on-time.� No deviation. COR/Designee review of documentation. PS-3 Delivery of application builds Final products are completed on-time and are ready for integration without rework. No deviation 100% COR/Designee review/inspection. Contract Incentives/Disincentives Disincentives: If performance does not meet the required performance standards, more frequent reporting is required, as directed by the COR, without the Contractor billing additional hourly costs to the Government. Rework required for unsatisfactory performance or deliverables (including typos, coding errors, etc.) shall be done at no expense to the Government. 4.0�� DELIVERABLES/DATES Deliverable Due Date Monthly Status Report Within five business days of the last day of the preceding month Contributions to final products As requested by COR/Designee The COR/designee will have thirty (30) workdays to review draft deliverables and make comments.� The Contractor will have ten (10) workdays to make corrections.� Upon receipt of the final deliverables, the COR/designee will have ten (10) workdays for final review prior to acceptance or providing documented reasons for non-acceptance.� Should the Government fail to complete the review within the review period the deliverable will become acceptable by default. The COR/designee will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor�s accepted proposal.� In the event of a rejected deliverable, the Contractor will be notified in writing by the COR/designee of the specific reasons for rejection.� The Contractor shall have ten (10) workdays to correct the rejected deliverable and return it per delivery instructions. 5.0��� DEPENDENCY FACTORS Proposed time schedules and the sequence of deliverables are subject to modifications due to priority determinations made by the Forest Service. The priorities will depend upon scheduling and the availability of the necessary personnel, equipment, and facilities to interface with the contractor. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for recognized Federal holidays (see list below) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. Deliverable products will be created at the subcontractor�s place of business. No overtime is anticipated for this work. 6.2. In the event that travel is needed, the Contracting Officer must approve such travel prior to booking and commencement of travel.� The Contractor shall be reimbursed for actual allowable and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulation. All travel and related expenses must be in accordance with the most current Federal Travel Regulations found here: www.gsa.gov/ftr. The proposed contract action is for services for which the Government intends to solicit and negotiate with only a single source under the authority of FAR 13.106-1 (b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The desired period of performance for the services described herein is anticipated to be from May 15, 2020 through Apr 14, 2021. The responses to this synopsis will be used to confirm that this is a single source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Maritza Salgado, RMRS Acquisition Management, USDA Forest Service, 240 West Prospect Road, Fort Collins, CO 80526, or electronically to: maritza.salgado@usda.gov.
