Description

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. This is a Notice of Intent to award a sole source purchase order under the authority of FAR subpart 13.5, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Internal Revenue Service (IRS) intends to award a sole source purchase order to Citizant, Inc., located at 15000 Conference Center Dr. Suite 500 Chantilly, VA 20151. The anticipated period of performance will be 8 months. Citizant is the incumbent for the support services related to the Insurance Provider Fee (IPF) Application. The IPF Application supports the implementation of provisions required by the Patient Protection and Affordable Care Act (PPACA), which was signed into law on March 23, 2010. However, in December 2019, Provision 9010 was repealed effective January 1, 2021. This purchase order is for the incumbent to provide the maintenance needed to support the application through December 31, 2020, and the actions needed to conduct an orderly shutdown beginning in early 2021. The primary purpose of this sole source order is to accomplish the mandated shutdown of this project. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.
