- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for the demonstration of a dissolved air flotation process that is amenable to biofuel production requirements and has been previously approved for use in the treatment of harmful algal blooms by the State of Florida, and for which Whole Effluent Toxicity Data is available. The major requirements include: Coordinate with the local and federal government on permitting processes. Plan and prepare materials for a HAB mitigation research demonstration during July 2020. Execute the research demonstration at a flow rate of approximately 1 million gallons per day over a 4 week period. Demobilize and restore the demonstration site to its original state. ERDC-CERL intends to award a contract on a sole source basis to AquaFiber Technologies Corporation in accordance with FAR 13.501(a). The Hazardous Algal Bloom Interception, Treatment, and Transformation System (HABITATS) program seeks novel methods to combat Hazardous Algal Blooms (HABs) that are currently damaging ecosystems and economies in multiple regions across the United States.� Specifically, the program is concentrating this research in Florida, and seeks to investigate dissolved air flotation mitigation processes that produce predominantly organic biomass that is more amenable to fuel production than conventional methods that use chemicals� predominantly comprised of metal salts. This process is required based on research program requirements for process throughput, scalability, and integration with a broader system and hydrothermal liquefaction process that requires separated cyanobacteria biomass to be concentrated to 15% by mass with over 90% of the solids being organic, rather than inorganic. Because inorganic solids may be present at low levels within natural algal blooms at up to 10%, materials that generate organic biomass previously proven for efficient fuel production from natural water sources are required. Due to the seasonality of HAB occurrence in Florida (June � July) it is imperative that we work with a company that has a well-established technology that is ready to be scaled to the specific flow rate needs of the program.� Our market research has found that AquaFiber Technologies Corporation has developed a unique patented technology, AquaLutions��, with the following capabilities and is therefore the sole source for this project: AquaLutions�� uses the required dissolved air flotation process and produces organic biomass that is amenable to biofuels production processes required by the government. AquaLutions��, has been previously permitted for use in the state of Florida at scales larger than the planned demonstration and is therefore readily available for a demonstration in the 2020 Florida HAB season. Sufficient Whole Effluent Toxicity Test data supporting safe use for direct environmental (surface water) discharge exists for AquaLutions��. This is not a small business set aside This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government�s acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
