- Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Solicitation Number 36C10F20R0065 Physical Access Control and Related Security Systems (PACS) Remediation and Enhancement. This procurement is set-aside for CVE verified Service Disabled Veteran Owned Small Business Concerns (SDVOSB). The SDVOSB Offeror shall be register as such at https://www.vip.vetbiz.va.gov/, and along with the submission of their proposal, shall include a copy of the appropriate CVE verification. Any offers received from other than CVE verified SDVOSB concerns, will receive no consideration for award. Based upon the drawings and specifications to be provided by the Government upon release of the solicitation, the CVE verified SDVOSB Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary to complete two phases of work to include the following: Phase One, is the performance of a Site Assessment. The outcome of Phase One will be the gathering of assessment information pertaining to all PACS/ESS system components at Austin, TX and Waco, TX Financial Services Center (FSC). The assessment will include the review and data gathering at the site and the development of remediation options that will be presented to the Government once assessment is completed. The assessment is meant to specifically limit risk to both the Government and Contractor(s) the second Phase Phase Two PACS/ESS Compliance, will occur IF the VA selects the desired remediation option plan, and engages the Contractor to perform the work. Once both phases are complete, the remediated site will follow HSPD-12 directives as well as the security of the physical site will be Modernized. NOTICE TO PRIME CONTRACTORS: The CVE verified SDVOSB offeror must be registered in the System for Award Management (SAM) database https://www.sam.gov prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from Contract Opportunities (FBO), which will be available on or about May 15, 2020. By registering at Contract Opportunities (FBO) (http://beta.SAM.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the Register to Receive Notification list at http://beta.SAM.gov , you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be scheduled to take place at FSC Austin. Be advised this will be the only scheduled site visit. Offerors are highly encouraged to attend. The specific time, date, and location will be provided along with the formal issuance of solicitation 36C10F20R0065. There will be no public bid opening. The proposals will be evaluated, and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion. It is anticipated proposals will be due to the Contracting Officer by 2:00 p.m. CST on or about June 15, 2020 (Due date will be at least 30 days after solicitation release).
