- The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), on behalf of the National Institute for Occupational Safety and Health (NIOSH) in Morgantown, WV, intends to award a firm-fixed-price purchase order to a contractor for Hazardous Chemical Waste Disposal Services.� � This is a combined synopsis/solicitation for simplified acquisition procedure items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested, and a written solicitation will not be issued.� The solicitation number for this requirement is RFQ # 20-Q-71352.2. � OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTE RECEIVED. Offerors should not assume they will be contacted or afforded the opportunity to revise quotes prior to award; therefore, all quotes should contain offerors� best terms from a technical and price standpoint. All quotes must include the name, address, and DUNS number of the business to be awarded the purchase order as well as the name, phone number, and email address of the person who will accept the purchase order on behalf of the successful offeror. Offerors must cite RFQ # 20-Q-71352.2 on their quote. Quotes shall be emailed to Abbie Jemmott, Contracting Officer at ajemmott@cdc.gov no later than 11:00AM EST 12 May 2020.� No telephonic quotes will be processed.� Evaluation and award of responses shall be performed in accordance with FAR 13.106-2 Evaluation of Quotations or Offers and FAR 13.106-3 Award and Documentation. Offerors shall submit any questions to Abbie Jemmott at ajemmott@cdc.gov. RFQ # 20-Q-71352.2 is attached to this announcement.� Offerors are cautioned to read all information and follow all instructions contained in the RFQ. Failure to submit all required information may result in a proposal being ineligible for award.� It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed at http://farsite.hill.af.mil. Upon evaluation of all quotes, the Government intends to award to the lowest priced technically acceptable offeror. 5/8/2020**************** An example waste pickup can be provided upon an email request.� 5/11/2020*************** Q1: Please advise the historical quarterly quantities for each of the�Hazardous Chemical Wastes, Universal Waste, and Bulk Waste, as outlined in Section D on Pages 22 and 23 of the RFQ. A1: Data shall be forwarded upon email request. Q2: Is this RFQ a re-compete of an existing contract?� If so, who is the incumbent�and what was the recent annual value of their contract? A2: There have not been any contracts previously with option years.� The most recent order was 75D30119 P04115, POP 1 year, awarded to: RJG Enterprises Incorporated.� Disclosure of pricing for this order falls within Exemption 4 of the FOIA, as its disclosure may cause substantial harm to the competitive position of the person from whom the information was obtained. Q3: Please adjust the RFQ due date to be a reasonable extension after�questions are addressed and published. A3: The RFQ due date is extended until 5/18/2020.� Q4: Is there a bid schedule with estimates for labor, equipment, supplies and type of wastes to be picked up? A4: The Government is not providing labor, equipment, or supply estimates.� The type of waste is in the RFQ, SOW section. �Also, see response to Q1. Q5: What is required to be submitted? Is a technical proposal required? A5: The synopsis indicates that quotes should contain offeror�s best terms from a technical and price standpoint - A brief technical write up is anticipated with pricing.� Q6: Can the response be emailed? A6: The synopsis indicates that email only is the required method. Q7: I understand the government is not providing labor, equipment and supplies but how do we charge the Government for them? A7: Labor, equipment, and supplies will be rolled into a singular price for the year with all other charges for the disposal services.� The successful vendor will be paid the FFP for the year regardless of 3 or 4 pickups. �If necessary invoicing can be made throughout the year after each pickup.� If 3 pickups are made and the POP ends, the 4th payment shall be paid upon contract completion. 5/12/2020*************** Q8: Will a waste list be provided to vendors prior to arrival at the site? A8: It may or may not be, depending upon the managing COR. Q9: Are the sample pick ups representative of a normal waste pick up? A9: The waste is driven by research.� Depending upon current requirements, waste will vary. 5/12/2020************** Questions will no longer be accepted after 9:00 AM EST, 5/13/2020. ************************� 5/15/2020************** The RFQ due date is extended until 5/20/2020. ************************
