- 5-15-20 Responses to Industry Comments are added as attachments and updated Performance Work Statement (PWS) is also attached. ____________________ UPDATED DRAFT RFP WITH ATTACHMENTS ARE ADDED TO SYNOPSIS.� PLEASE SUBMIT ATTACHED INDUSTRY COMMENT FORM NLT 11 MAY 20 at 4:00PM CST. This solicitation will be for a competitive acquisition under Federal Acquisition Regulation (FAR) Part 15, as supplemented.� All responsible sources may submit a proposal which shall be considered by the agency. The associated North American Industrial Classification System (NAICS) code for this procurement is 518210, with a small business size standard of $35.0 Million. The duration of this effort will include a one year basic with four 1-year options with a six month extension option. This requirement is to provide an Enterprise-wide Diminishing Manufacturing Sources and Material Shortages (DMSMS) Predictive Tool Capability. This requirement is in support of the 448 Supply Chain Management Wing (SCMW) obsolescence management initiatives. The Predictive Tool capability provided through this acquisition will assist the Air Force (AF) community in determining the present and future state of program managed system�s Bill of Material (BOM), identified items status, and their life cycle procurement efforts. Additionally, the requirement will consist of the loading and updating of the BOM data. The BOM data will assist the Program Managers with evaluating potential supportability risk due to the discontinuation of material or loss of suppliers. The contractor shall also provide engineering and technical services to enhance the DMSMS process. This is a non-developmental requirement and no funds will be expended to perform any type of development. Written procedures will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
